Որոշումը կայացրել էին ու ընկել կրակը. ինչո՞ւ է ստիպված հետքայլ անում իշխանությունը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Երեկ քպական պատգամավոր Բաբկեն Թունյանն ասել է, որ առաջիկայում շրջանառության մեջ են դնելու նախագիծ՝ կապված համընդհանուր հայտարարագրման չարաբաստիկ համակարգի հետ: Ըստ այդմ, այն քաղաքացիները, որոնք պետական եկամուտների կոմիտեի կողմից տեսանելի տեղեկատվությունից բացի այլ եկամուտ չունեն, կարող են անգամ մուտք չգործել եկամուտների հայտարարագրման համակարգ: Քաղաքացու հայտարարագիրն ինքնաշխատ կերպով կհամարվի լրացված՝ ՊԵԿ-ի կողմից լրացված տվյալների հիման վրա:

Ի՞նչ է սա նշանակում: Ակնհայտ է, որ իշխանություններն իրենք էլ հասկանում են, որ այս համակարգը պարզապես «գցել են ոտքներին» ու փորձում են ինչոր կերպ «զադնի դնելու» միջոցներ գտնել, սակայն այնպես, որ հա՛մ որոշակի մեղմացում իրականացվի, հա՛մ էլ իրենց «պատիվը չընկնի»:

Բանն այն է, որ քաղաքացիները տոտալ բոյկոտում են այս համակարգը: Մասնավորաբար, ինչպես տեղեկացրել էր այս համակարգի դեմ հետևողական պայքար տանող «Հայաստանը ես եմ» նախաձեռնության ղեկավար Նաիրի Սարգսյանը, ՊԵԿ-ից ստացված տվյալներով, սեպտեմբերի 1-ի դրությամբ 860000 քաղաքացուց հայտարարագիր է ներկայացրել ընդամենը 94382-ը, այսինքն՝ մոտ 11 տոկոսը։ Մասնագետների մոտավոր հաշվարկներով, ներկայում առավելագույնը կարող է հայտարարագիր ներկայացրած լինել 110115 հազար քաղաքացի, իսկ վերջնաժամկետին մնացել է ընդամենը 24 օր: Սա նշանակում է, որ նոյեմբերի 1-ի դրությամբ իշխանություններին կհաջողվեր ապահովել ընդամենը մոտ 15 տոկոս, ինչը գլոբալ առումով մեծ խայտառակություն է իրենց համար: Մյուս կողմից՝ ավելի քան 700 հազար մարդու տուգանելը կարող է շատ թանկ նստել իշխանության վրա: Եվ ահա, փորձում են գտնել ուղիներ, որպեսզի ավտոմատ հայտարարագրման միջոցով «քանակ ապահովեն» ու նաև «լավամարդ» լինեն հանրության աչքում: Դե, առջևում ընտրություններ են:

Սակայն նույնիսկ այս փոփոխությունն են մասնագետները համարում խնդրահարույց, քանի որ ստացվում է՝ մարդն իր կամքին հակառակ համարվում է հայտարարագիր լրացրած: Այս թեմային մանրամասն կանդրադառնանք առաջիկայում՝ ներկայացնելով ոլորտի մասնագետների ու փորձագետների տեսակետները:

Հիշեցնենք, որ «Փաստը» դեռ ամիսներ առաջ էր գրել, որ կառավարությունում մտածում են՝ ինչպես «զադնի դնեն» համընդհանուր հայտարարագրման համակարգի առումով, որ շատ «ամոթ չլինի»: Նշել էինք նաև, որ այս համակարգը իշխանությունների «կոկորդին է մնացել»:
