Առգրավել Ադրբեջանի ֆինանսական ակտիվները և դրանք փոխանցել տեղահանված արցախցիներին. Ադամ Շիֆն օրենսդրական նախագիծ է ներկայացրել

ԱՄՆ Կոնգրեսի Ներկայացուցիչների պալատի անդամ Ադամ Շիֆը, որը Կոնգրեսի հայկական հանձնախմբի փոխնախագահն է, ներկայացրել է «Արցախի եկամուտների վերականգնման մասին» (Artsakh Revenue Recovery Act) օրենսդրական նախագիծը, որի նպատակն է Ադրբեջանի կառավարությանը պատասխանատվության ենթարկել Արցախի Հանրապետության դեմ չհրահրված ռազմական ագրեսիայի համար և պարտավորեցնել փոխհատուցում տրամադրել տարածաշրջանից բռնի տեղահանված հայերին։

«Արցախի ժողովրդի դեմ Ադրբեջանի շարունակական գործողությունները մարդասիրական աղետ են ստեղծել և հավասարազոր են էթնիկ զտումների: Մենք պետք է ապահովենք, որ մեղավորները պատասխանատվության ենթարկվեն, և Արցախի անմեղ զոհերը փոխհատուցում ստանան իրենց հսկայական կորուստների համար։ Իմ օրենսդրությունը կապահովի արդարադատության և ֆինանսական փոխհատուցման մեխանիզմ նրանց համար, ովքեր ամեն ինչ կորցրել են Ադրբեջանի ագրեսիայի պատճառով», - ասել է կոնգրեսականը։

Շիֆի «Արցախի եկամուտների վերականգնման մասին» ակտն ԱՄՆ բոլոր ֆինանսական հաստատություններից, որոնք տիրապետում են Ադրբեջանի սուվերեն ակտիվներին, պահանջում է այդ ակտիվների մասին զեկուցել ԱՄՆ գանձապետարանի արտաքին ակտիվների վերահսկողության գրասենյակին: Ուժի մեջ մտնելուց հետո 60 օրվա ընթացքում նախագահը պետք է արգելափակի այդ ակտիվների հետ կապված գործարքները, իսկ արգելափակումից հետո 90 օրվա ընթացքում՝ առգրավի դրանք:

Օրենսդրական ակտը նաև պահանջում է ստեղծել «Արցախի եկամուտների վերականգնման հիմնադրամ», որը կստանա բռնագրավված ադրբեջանական ակտիվները, այնուհետև այդ միջոցները կօգտագործի Արցախից տեղահանված իրավասու հայերին Ադրբեջանի ռազմական հարձակման հետևանքով իրենց ունեցվածքից, բիզնեսից և աշխատանքից կորցրած եկամուտների համար փոխհատուցում տրամադրելու նպատակով:

Բացի այդ, այն պահանջում է առգրավել ԱՄՆ-ում գտնվող անձնական ունեցվածքը և վիզային սահմանափակումներ մտցնել Ադրբեջանի բարձրաստիճան պաշտոնյաների և նրանց ընտանիքի անդամների համար, ովքեր ներգրավված են եղել կամ աջակցել են Արցախի դեմ ռազմական հարձակմանը:

Ակտը ենթադրում է նաև իրավասու տեղահանված հայերի համար Հիմնադրամից փոխհատուցում ստանալու պահանջներ ներկայացնելու պարզեցված գործընթաց:

«Արցախի եկամուտների վերականգնման մասին» ակտին աջակցություն են հայտնել Կոնգրեսի Ներկայացուցիչների պալատի անդամներ Ֆրենկ Փալոունը, Աննա Էշուն, Գեյբ Ամոն, Ջոյս Բիթին, Ջիմ Կոստան, Ջոշ Գոթհայմերը, Դագ Լամալֆան, Սեթ Մեգազիներն, Ջեյմս ՄակԳովերնը, Գրեյս Մենգը, Քևին Մալինը, Գրեյս Նապոլիտանոն, Էլեոնոր Հոլմս Նորթոնը, Յան Շակովսկին, Լինդա Սանչեսը, Բրեդ Շերմանը, Դինա Տիտուսը և Լորի Թրահանը:
