Սպառողական շուկայի գներն Ամանորից առաջ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Նոր տարվա նախաշեմին ինչպիսի՞ն են գները սպառողական շուկայում` այս հարցով դիմեցինք «Հայաստանի սպառողների միության» նախագահ Բաբկեն Պիպոյանին:
Միության նախագահը դիտարկեց պարենային ապրանքների և ոչ պարենային ապրանքների շուկաներն առանձին–առանձին:
Ինչ վերաբերում է ոչ պարենային ապրանքներին, ապա, ըստ էության, այստեղ ունենք երկու շուկա: Առաջինն այն ապրանքների շուկան է, որտեղ կա միջազգային որևէ բրենդի ներգրավվածություն: Այս շուկաներում գործում է միջազգային խաղի կանոնը, երբ տոն ասելով հասկանում են զեղչ: Այս ապրանքատեսակների համար ոչ միայն զեղչ, այլև գնանկում կա այսօր:
Օրինակ՝ տեխնիկայի բնագավառում ունենք խոշոր բրենդային ընկերությունների ներգրավվածություն: Այդ իսկ պատճառով ոչ միայն վերջիններս, այլև անգամ այս շուկայի այն ընկերությունները, որոնք իրենցից բրենդ էլ չեն ներկայացնում, շուկայում դիմանալու համար կրկին զեղչեր են անում:
Իսկ այն շուկաներում, որտեղ բրենդային ընկերություններ չկան, գները կայուն են: Կայուն ասելով պետք է նկատի ունենալ հետևյալը` տարվա ընթացքում այն հասնում է գնային իր բարձրակետին, ու նույն այդ գինը պահպանվում է նաև այսօր:
Իսկ ինչ վերաբերում է պարենային ապրանքներին, ապա առկա է հիմնականում երկու տեսակի շուկա` գյուղմթերքի և վերամշակում անցած ապրանքների:
Պատկերը նույնն է. այստեղ ևս շուկաները ձևավորվում են վերոնշյալ սկզբունքով: Այնտեղ, որտեղ ներգրավված է միջազգային խաղացող, զեղչեր կան: Զեղչերը հատկապես տեսանելի են այն շուկաներում, որտեղ միջազգային խաղացողների կողքին գործում են նաև հայրենական արտադրողները:

Օրինակ՝ բնական հյութերի, գազավորված ըմպելիքների կամ պահածոների շուկաներում միջազգային ընկերությունները հայտարարում են` «գնեք երեքը, ստացեք չորրորդը նվեր»: Անում են նման կարգի այլ առաջարկություններ: Բնականաբար, տեղական արտադրողը, որպեսզի դիմանա մրցակցությանը, ինքն էլ է նույնն առաջարկում:
Իսկ այն շուկաներում, որտեղ տեղական արտադրանքը շուկայի մեծ մասն է զբաղեցնում և թելադրող է այնտեղ՝ զեղչեր չկան: Բայց նաև գների բարձրացում էլ չկա: Դրանք հիմնականում կաթնամթերքի, մսամթերքի, երշիկեղենի ոլորտներն են: Կրկին այս ապրանքները վաճառվում են տարվա ընթացքում իրենց պիկին հասած գներով: Այսինքն` ամենաթանկ գներով:
Իսկ գյուղատնտեսական մթերքները բավականին թանկացել են: Եվ ամենամեծ պրոբլեմն այն է, ըստ «Սպառողների միության» նախագահի, որ այս շուկայում գների կարգավորման մեխանիզմ չունենք: Անգամ պետական բարձր մակարդակով դա նորմալ է համարվում: Հայտարարում են, որ շուկան է գինը թելադրում:
«Ուստի պետական այս մտածելակերպով այլ բան չէր էլ կարելի սպասել,– կարծում է Բաբկեն Պիպոյանը,– գները պետք է բարձրանային: Այն դեպքում, երբ աշխարհում գոյություն չունի մի երկիր, որտեղ չլինի գների կարգավորման մեխանիզմ»:
Մի բան էլ` մենք ինչքան էլ թանկանալուց ու էժանանալուց խոսենք, շատ ապրանքների վերաբերյալ բոլորովին տեղյակ էլ չենք իրատեսական գներո՞վ են վաճառվում, թե՝ ոչ: Քանզի չենք էլ իմանում տվյալ գյուղմթերքը, որ վաճառվում է, իրականում հայկակա՞ն է, թե դրսից ներկրված է, բայց իրացվում է հայկականի անվան տակ:
