Կռվախնձորը՝ ՀՅ Դաշնակցություն. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հայկական պարբերականներից մեկը, հիմնվելով սեփական աղբյուրների վրա, նշում է, թե վարչապետ Կարեն Կարապետյանի համար անընդունելի են մնում Դաշնակցության հետ կոալիցիան և առավել ևս դաշնակցական նախարարների անձերը: Թերթը նշում է, որ մասնավորապես վարչապետը դեմ է Արծվիկ Մինասյանին տեսնել իր կաբինետում:

Այս տեղեկությունը գուցե և այլ նպատակներ հետապնդող տեղեկատվական ֆարս է, մյուս կողմից, սակայն, չի բացառվում, որ իսկապես էլ վարչապետի համար կոալիցիան անընդունելի է: Բանն այն է, որ Կարեն Կարապետյանի կարճատև գործունեությունից ակնհայտ դարձավ, որ նա շարունակում է մնալ «խիստ տնօրենի» կամ, այսպես ասած, «շեֆի» տրամաբանության մեջ, համաձայն որի` վարչապետը պետք է լինի սուպեր նախարար կամ պաշտոնյա, իսկ նրա կաբինետը ուղղակի կատարող:

Բնականաբար այս տրամաբանության մեջ Դաշնակցությունը կամ դաշնակցական նախարարները պարզապես չեն տեղավորվում, քանի որ ՀՅԴ–ն, կարելի է ասել, ուղղակիորեն պայմանավորվածություններ է ձեռք բերում նախագահ Սարգսյանի հետ: Բնական է, որ այս պարագայում արդեն Կարեն Կարապետյանի ազդեցությունը դաշնակցական նախարարների վրա թուլանում է, ինչն արդեն անընդունելի է վարչապետի մտածելակերպի և գործունեության կողմից:

Այս դեպքում արդեն Կարեն Կարապետյանը չի կարող զայրանալ դաշնակցական այս կամ այն նախարարի վրա այնպես, ինչպես օրինակ` Արման Սահակյանի դեպքում:

Սա ինքնին բավական լուրջ խնդիր կարող է առաջ բերել հենց կառավարության ներսում, այն պարզ պատճառով, որ Կարապետյանի կաբինետում, ի դեմս դաշնակցականների, կլինի չվերահսվող կամ քիչ վերահսկվող օղակ: Ի դեպ, որքան էլ տարօրինակ կարող է հնչել, հենց այս օղակը կլինի արդեն Սերժ Սարգսյանի հենարանը կառավարությունում, քանի որ ժամանակը ցույց տվեց, որ ՀՅԴ–ն Սերժ Սարգսյանի համար հավատարիմ գործընկեր է:

Մյուս կողմից` պետք է նաև նշել, որ այսօրինակ իրողությունների առկայությունը կառավարության ձևավորման ընթացքում բնականոն է և այս տեսանկյունից չափազանցություն են այն խոսակցություններն ու շրջանառության մեջ դրվող լուրերը, թե Կարեն Կարապետյանի և Սերժ Սարգսյանի միջև առկա է խորը առճակատում: Ներկա պայմաններում սա գրեթե անհնար է, քանի որ և՛ Հանրապետական կուսակցության ներսում, և՛ իշխանական վերնախավում Կարեն Կարապետյանը դեռևս չունի այն ամուր հենարանը, որպեսզի փորձի դեմ գնալ Սերժ Սարգսյանին: Ուստի այս առումով պետք է նշել, որ Դաշնակցության շուրջ ծավալվող «բանավեճն» ընդամենը աշխատանքային և գուցե ինչ–որ տեղ էլ միմյանց ուժերը շոշափող բնույթ ունի:
