Խայտառակության խայտառակ շարունակությունը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Խորհրդարանական ընտրություններից առաջ ընտրողների ցուցակագրում կատարած 30 դպրոցի և մանկապարտեզի տնօրեններ հայց են ներկայացրել՝ ընդդեմ «Իրազեկ քաղաքացիների միավորման» ՀԿ–ի և Դանիել Իոաննիսյանի:

Թե ինչ են մտածել այս տնօրենները նման որոշման հանգելու համար, դժվար է ենթադրել, քանի որ ընտրություններից օրեր առաջ տեղի ունեցած այս խայտառակ սկանդալից հետո, այս տնօրենները պետք է առնվազն բոլոր հնարավոր միջոցներով անցնեին ընդհատակ:

Թերևս շատերը կհամաձայնեն, որ ներկայում Հայաստանում դժվար է գտնել որևէ քաղաքացու, ով կասկածի տակ կդնի տնօրենների կողմից վարչական ռեսուրսի կիրառումը: Այս տեսանկյունից որքան էլ տհաճ լինի նշել, մեր իրականության մեջ հենց այս ոլորտի և պետական աշխատողների այս շերտի ներկայացուցիչներն են, որ դարձել են հիմնական ընտրակեղծարարները: Սա ցավալի է ինքին, քանի որ հայաստանյան հանրությունն ուսուցչի, կրթության և գիտության մարդու կերպարը գրեթե սակրալիզացրել էր: Նման պայմաններում, այսօրինակ երևույթները խարխլում են ընդհանրապես կրթական համակարգի նկատմամբ հանրային վերաբերմունքի հիմքերը:

Սակայն սա միայն հարցի մի կողմն է: Թե ինչ են պահանջում հայցով հանդես եկող այս տնօրենները, մեծ հաշվով հասկանալի չէ ու էական էլ չէ: Այլ խնդիր է, որ եթե սկսվի դատական գործընթաց, ապա ձայնագրությունները հրապարակած հասարակական կազմակերպությունը կընկնի երկարատև դատական քաշքշուկների մեջ, որն ամենայն հավանականությամբ որևէ արդյունք չի ունենա կողմերից որևէ մեկի համար:

Սակայն միաժամանակ սա կարող է դառնալ նախադեպ՝ նմանօրինակ գործունեություն իրականացնող մյուս կազմակերպություններին և միավորումներին նախազգուշացում տալու համար:

Խնդիրն այն է, որ Իրազեկ քաղաքացիների միավորում հասարակական կազմակերպությունը հանդես է եկել մի գործելաոճով, որը դուրս է առկա վարչակարգի տրամաբանության սահմաններից և, որ ամենավտանգավորն է, այդ վարչակարգի համար անկանխատեսելի է: Այս տեսանկյունից պետք է նշել, որ հայաստանյան տիպի վարչակարգ ունեցող երկրներում իշխանության համար ամենամեծ վտանգը անկանխատեսելիության գործոնն է: Պատժելով կամ երկարատև խնդիրներ ստեղծելով մի հասարակական կազմակերպության պարագայում, առկա իշխանությունը լուծում է ոչ թե զուտ ՀԿ–ին պատժելու կամ առավել ևս տնօրենների «բարի անունը» վերականգնելու խնդիր, այլ ազդակներ է ուղարկում մյուս բոլոր այսօրինակ միավորներին առ այն, որ բոլորը պետք է խաղան կանխատեսելիության սահմաններում: Սա ըստ էության շատ ավելի վտանգավոր է առողջ հասարակական–քաղաքական մթնոլորտի համար, քան այն, թե ինչ հետևանք կունենա տնօրենների հայցը:
