Հանրապետական կուսակցության «նախընտրական» կոնֆետը՝ սովորական գովազդ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Պարզվում է քարոզչական նպատակներով կարելի է կուսակցության գովազդ ոչ միայն գրենական պիտույքներ պատրաստել ու բաժանել, այլ՝ կոնֆետներ: Եվ սա փաստորեն ընտրակաշառք չէ: Նույն տրամաբանությամբ կարելի է նաև նախընտրական շրջանում մյուս մթերքների պիտակների վրա էլ այս կամ այն կուսակցության գովազդային նյութերն ավելացնել, դրանք որպես նվեր բաժանել ժողովրդին ու համարել, որ ոչ թե ընտրակաշառք են բաժանում, այլ՝ կուսակցությունն են գովազդում:

Այս տրամաբանությամբ ՀՀԿ–ն սկսել է կոնֆետներ բաժանել և դեռևս պարզ չէ, թե իրենց երևակայությունը մինչև ուր կզարգանա: ՀՀԿ նախընտրական ցուցակի 13–րդ հորիզոնականը զբաղեցնող Գագիկ Մելիքյանից «Փաստը» փորձեց պարզել, թե իրենց կուսակցության կարգախոսով և հերթական համարի մասին տեղեկություն պարունակող թղթերով փաթեթավորված կոնֆետներ բաժանելն արդյո՞ք ընտրակաշառք բաժանելու փորձ չէ:

«Նման հարցերը պետք է տալ Կենտրոնական ընտրական հանձնաժողովին: Բացի այդ, հարկավոր է իմանալ, թե ինչ միջավայրում և ինչ իրավիճակում է դա տեղի ունեցել»,– ասաց Գ. Մելիքյանը:

ԿԸՀ լրատվական ծառայության ղեկավար Հերմինե Հարությունյանը «Փաստին» տեղեկացրեց, որ կուսակցությունները պարբերաբար ԿԸՀ–ին ներկայացնում են նախընտրական քարոզչության ֆինանսավորման մասին հայտարարագրեր: Դրանք ամփոփելուց հետո ԿԸՀ–ն էլ հրապարակում է կուսակցությունների ֆինանսական հաշվետվությունները:

«Նման նյութերը դիտարկվում են որպես քարոզչական նյութեր և համապատասխան կուսակցության կողմից ներկայացված ֆինանսական հաշվետվություններում ներկայացվում, թե որքան գումար է ծախսել նման նյութեր պատրաստելու համար»,– ասաց Հ. Հարությունյանը:

Ստացվում է, որ նախընտրական շրջանում ժողովրդին բաժանվող տուկի թելը կամ պահածոն դադարում է ընտրակաշառք համարվել, եթե այն նախօրոք փաթեթավորվում է կուսակցության «տարբերանշանով» կամ քարոզչական տեղեկություն պարունակող պիտակով: Սակայն հարց է ծագում, որ եթե խոսքը ոչ թե ՀՀԿ–ին, այլ մյուս կուսակցություններին վերաբերեր, ապա այն կրկի՞ն կդիտվեր նորմալ քարոզչական նպատակներով արտադրված ապրանք, թե՝ ոչ:

Հարցի պատասխանը կարծում եմ պարզ է, բայց հետաքրքիր է, թե ՀՀԿ–ից բացի նախընտրական մրցավազքի մասնակից մյուս կուսակցություններից ու դաշինքներից ովքեր են պատրաստվում կրկին քարոզչական նպատակներով իրենց կուսակցությունների և դաշինքների տարբերանշաններով սննդամթերք կամ այլ իրեր ու ապրանքներ փաթեթավորել, հետո բաժանել ժողովրդին: Ու եթե այն թույլատրելի է ՀՀԿ–ի դեպքում, ապա պետք է որ ընդունելի լինի մնացած բոլոր կուսակցությունների ու դաշինքների դեպքում: Այս պարագայում հարկավոր է ընդամենը արձանագրել, որ, փաստորեն, ընտրակաշառք հասկացությունը կեղծ կատեգորիա է, քանի որ օրենքով չի սահմանվում, թե որ դեպքում է այն համարվում թույլատրելի, իսկ որ դեպքում՝ ոչ:
