Օպտիմալացո՞ւմ, թե մամուլի քարտուղարների ազդեցության աճ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Ավելի քան մեկ ամիս առաջ՝ հունվարի 18–ին կառավարությունը կողմ քվեարկեց «Հանրային ծառայության մասին» օրենքում փոփոխություններ կատարելու նախագծին, որից հետևում է պետական կառույցների մամուլի քարտուղարների՝ միաժամանակ հասարակայնության հետ կապերի ստորաբաժանումների ղեկավար լինելը։

Բացահայտ նպատակը օպտիմալացումն է՝ հաստիքների և ծախսերի կրճատումը։ Սակայն արդյունքում տուժում են քաղծառայողները, շահում՝ մամուլի քարտուղարները։

Ինչպես հայտնի է՝ մամուլի խոսնակ դառնալու համար մրցույթի մասնակցել պետք չէ, նրանց նշանակում են պետական գերատեսչության ղեկավարները։ Մամուլի քարտուղարի աշխատանքը կապված է իր ղեկավարի հանձնարարությունների հետ։ Ի տարբերություն նրանց, հասարակայնության հետ կապերի ստորաբաժանման ղեկավարը կամ ստորաբաժանման աշխատակիցները քաղաքացիական ծառայողներ են, որ աշխատանքի են ընդունվում մրցութային կարգով:

Մամուլի քարտուղարը հայեցողական պաշտոն է, որի հիմնական գործառույթներն ուղղված են նախարարի՝ որպես քաղաքական գործչի աշխատանքների լուսաբանմանը և զանգվածային լրատվական միջոցների հետ կապված հարաբերությունների կարգավորմանը, իսկ հասարակայնության հետ կապերի ստորաբաժանման ղեկավարը քաղաքացիական ծառայող է, որն ունի տվյալ մարմնի կանոնադրությամբ սահմանված հստակ գործառույթներ, որոնք ուղղված են տվյալ գործադիր մարմնի աշխատանքների լուսաբանմանը և հասարակայնության հետ կապերի կանոնակարգմանը:

Հասարակայնության հետ կապերի բաժիններում աշխատողները քաղծառայության քննություն են հանձնում և ժամանակ առ ժամանակ պետական բյուջեի հաշվին վերապատրաստումների են մասնակցում: Կառավարության կողմից նշված փոփոխությունների ընդունման դեպքում քաղծառայողներին կփոխարինեն այնպիսի մասնագետներ, ովքեր նման վերապատրաստումների չեն մասնակցել և նույն փորձն ու հմտությունները չունեն։

Նախագծի ճիշտ կամ սխալ լինելու կապակցությամբ կասկածներ ունեն նաև որոշ նախարարություններ, այդ թվում ՀՀ մշակույթի, գյուղատնտեսության, բնապահպանության նախարարությունները, որոնք նշված որոշմանը բացասական եզրակացություն են տվել։ Մշակույթի նախարարությունում՝ օրինակ՝ չգիտեն, թե հասարակայնության հետ կապերի բաժինների ղեկավարներն օրենքի ընդունումից հետո համարվելու են քաղաքացիական ծառայողնե՞ր, թե զբաղեցնելու են հայեցողական պաշտոններ: Բնապահպանության նախարարության եզրակացության մեջ էլ նշված է, որ փոփոխության հետևանքով շահերի բախում կառաջանա:

Ըստ ԲՆ եզրակացության՝ հասարակայնության հետ կապերի ստորաբաժանման և մամուլի քարտուղարի հաստիքների մեկտեղումն աննախադեպ մեծացնում է այն ստանձնող պաշտոնյայի ծանրաբեռնվածությունը և՛ ժամանակի, և՛ աշխատանքների ծավալի առումով, ինչն անխուսափելիորեն կազդի աշխատանքների որակի վրա: Նախարարությունից շեշտում են, որ այդ երկու հաստիքները փոխլրացնող են, իսկ դրանք զբաղեցնող պաշտոնյաների համագործակցված աշխատանքը միայն նպաստում է կառույցի առջև դրված համապատասխան խնդրի արդյունավետ լուծմանը։

Ի դեպ նշենք, որ փոփոխությունների ընդունման դեպքում, մամուլի քարտուղարի պաշտոն կարող են զբաղեցնել միայն նրանք, ովքեր բոլորել են 30 տարեկանը։
