Տարածաշրջանային լարվածության ստվերը․ Հայաստանը տնտեսական հարվածի առջև

Վիճակը տարածաշրջանում շարունակում է մնալ ծանր և անկանխատեսելի։ Իրանի, Միացյալ Նահանգների և Իսրայելի միջև խորացող հակամարտությունը ոչ միայն անվտանգային, այլև տնտեսական լուրջ ռիսկեր է առաջացնում Հայաստանի համար։ Եթե Մերձավոր Արևելքում իրավիճակը չկայունանա, ապա դրա անմիջական հետևանքները զգալիորեն կհասնեն նաև հայաստանյան տնտեսությանը՝ բերելով նոր ցնցումների և սոցիալական լարվածության։

Այս պայմաններում առավել մտահոգիչ է այն հանգամանքը, որ Հայաստանի գործող իշխանությունը, փոխանակ կանխատեսելի ռիսկերի գնահատմամբ և հակազդման հստակ ծրագրերով զբաղվելու, շարունակում է գործել իրավիճակային տրամաբանությամբ։ Տնտեսական քաղաքականության մեջ համակարգված մոտեցման բացակայությունը ավելի է խորացնում երկրի խոցելիությունը արտաքին զարգացումների նկատմամբ։

Գյուղատնտեսությունը շարունակում է մնալ բարձիթողի վիճակում, առանց պետական ամբողջական աջակցության և ռազմավարական ծրագրավորման։ Արտադրության ոլորտը փաստացի չի զարգանում, արդյունաբերական ներուժը չի վերականգնվում, իսկ տնտեսությունը շարժվում է իներցիայով՝ առանց հստակ ուղղության։ Այս պայմաններում Հայաստանի պարենային անվտանգությունը լրջորեն վտանգված է, ինչը հատկապես տեսանելի է դառնում արտաքին շոկերի ժամանակ։
Հայաստանը երկար տարիներ ձևավորել է զգալի կախվածություն ներմուծումներից, հատկապես հարևան Իրանից։ Խոսքը վերաբերում է ոչ միայն պատրաստի արտադրանքին, այլև տարբեր ոլորտների համար կենսական նշանակություն ունեցող հումքին։ Այս կախվածությունը այսօր վերածվում է լուրջ ռիսկի՝ հաշվի առնելով տարածաշրջանային լարվածության աճը և հնարավոր մատակարարման խափանումները։

Արդեն իսկ հայաստանյան շուկայում նկատվում են գնաճային միտումներ, որոնք պայմանավորված են արտաքին զարգացումներով։ Առաջին անհրաժեշտության ապրանքների զգալի մասը ներկրվում է, և ցանկացած խափանում մատակարարման շղթայում անմիջապես արտահայտվում է գների բարձրացմամբ։ Եթե առաջիկայում չձեռնարկվեն գործուն քայլեր՝ այլընտրանքային ուղիներ գտնելու և ներմուծման աղբյուրները դիվերսիֆիկացնելու ուղղությամբ, ապա ապրանքների պակասը կարող է դառնալ իրական խնդիր։

Այս ամենի բեռը, ինչպես միշտ, ընկնելու է շարքային քաղաքացիների ուսերին։ Սոցիալական վիճակի վատթարացումը, գնաճը և ապրանքների հասանելիության սահմանափակումը կարող են խորացնել արդեն առկա դժգոհությունները։ Ստեղծված իրավիճակը ևս մեկ անգամ ցույց է տալիս, որ արտաքին մարտահրավերների պայմաններում արդյունավետ կառավարումը դառնում է ոչ թե ընտրություն, այլ կենսական անհրաժեշտություն։
