Ո՞ր օրենքով է բյուջեն դարձել պաշտոնյայի կամ պատգամավորի փչացած ապրանքների երաշխավորը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Պարզվում է, որ Հերմինե Նաղդալյանի հեռախոսային խոսակցությունների դիմաց բյուջեից վճարված 2 միլիոն դրամի իրական «մեղավորը» խափանված հեռախոսն է եղել: Հնարավոր է: Թե չէ ինչպես է հենց այնպես հեռախոսն այդքան հսկայական գումար կուլ տվել: Բայց մյուս կողմից նման պատճառաբանությունները այնքան մանկամիտ են թվում, քանի որ եթե իրականում այդքան գումարը հեռախոսի խափանումից առաջացած լիներ, ապա նա շատ հանգիստ կզանգահարեր իր բջջային կապը սպասարկող ընկերությանը, կխնդրեր ստուգել «գծերը» և շատ հեշտությամբ «կջրեր» այդ ահռելի գումարը: Բայց քանի որ նման հարց չի եղել, ապա չի բացառվում, որ պետական պաշտոնյաները կապի օպերատորներին, տարիների ընթացքում այնքան են «բարձել», որ հիմա էլ օգտագործած մեգաբայթերը ջրելու ո՛չ տեղ ունեն, ո՛չ էլ հնարավորություն:

Ու քանի որ կարկառուն Հանրապետականներն ընդամենը մի տաշտի չափ բյուջե ունեն, ու այդ տաշտի կողքը հավաքված ոնց ուզում՝ ծախսում են, այդ պատճառով էլ իրենց կարող են թույլ տալ, որ հեռախոսավարձն էլ, տան վարձն էլ փոխանցեն, ու ամենևին էլ օֆ չանեն…

Նորմալ իրավական պետությունում, նման դեպքում պաշտոնյայի գործողություններն ուսումնասիրող հանձնաժողով կկազմվեր, բյուջեից ծախսած բոլոր գումարների ուղղությունները կուսումնասիրվեր և հիմնավորում կպահանջվեր: Բայց, որքան էլ ծիծաղելի է, ԱԺ նախկին փոխնախագահ Նաղդալյանի խիղճը հանգիստ է, և այդ հանգիստ խղճով հայտարարում է, որ նման շռայլության պատճառը խափանված հեռախոսն է: Ու քանի որ մենք ո՛չ իրավական պետություն ենք, ո՛չ էլ կոռուպցիոն հարցերով ենք նորմալ կարողանում զբաղվել, կառավարությունն առանց հարց ու պատասխանի, ինչ գումար ասում են՝ խելոք փոխանցում է:

Ի դեպ, եթե խոսքը հեռախոսի անսարքությանն է վերաբերվում, ապա գիտեք չէ՞, թե նման «անսարքությունների» պատճառով բնակիչ–բաժանորդներին ինչքան վնասներ են պատճառել օպերատորները, հետո էլ այս կամ այն ձևով ստիպել են սեփական գրպանից վճարել չօգտագործած գազի, լույսի, հեռախոսի գումարները:

Հետաքրքրի է, թե այդ ժամանակ պետությունն ինչո՞ւ այդքան գթասիրտ չէր ու իր բյուջեից չէր փոխհատուցում նման անհայտ ծագում ունեցող միջազգային հեռախոսային խոսակցությունների վարձերը: Փոխարենը լուռ հետևում էր, թե ինչպես է կապի միակ օպերատորը դատարանով ու հարկադիրով մարդկանցից քերում իրենց չօգտագործած, բայց օդից գրված գումարները:

Հիմա ո՞ւմ է ուզում հիմարի տեղ դնել Նաղդալյանը, ասելով, որ իր հեռախոսն է փչացած եղել: Հետաքրքիր է, թե ինչու ժողովրդի փչացած հեռախոսների գումարն էլ պետ բյուջեից չի վճարվում, որովհետև նրանք պետական պաշտոն չեն զբաղեցնո՞ւմ, ու բնականաբար պետության վզին նստած չե՞ն:

Հիմա պարզ է, չէ՞, թե ինչի են իրականում մարդիկ իրենց ճղում, որ պաշտոն զբաղեցնեն, որ բյուջեն նաև նրանց փչացած ապրանքների երաշխավորը լինի ու ինչքան մտքներով անցնի՝ հեռախոս, մեքենա, գույք ու ապրանք փչացնեն, քանի որ ինչ էլ լինի, բյուջեն էլ կա, բյուջեից վճարողն էլ:
