Իշխանությունը Գյումրիում փորձում է «ուղղել սխալը». ահազանգ Հայաստանի ողջ ընդդիմությանը

Գյումրին դարձավ այն վայրը, որտեղ իշխանությունը փորձեց արտահայտել իր «ձեռքով կառավարման» ամբողջ մեխանիկան՝ պատժելով ոչ միայն ընտրված ղեկավարին, այլև ժողովրդին, որն այս իշխանության համար սխալ է ընտրել։ Վարչապետ Փաշինյանի խոսքն ավելի քան թափանցիկ էր․ նա հայտարարեց, որ պետք է «ուղղել սխալը», իսկ այդ «սխալը» Գյումրու քաղաքապետ Վարդան Ղուկասյանն է։ Եվ ահա՝ այդ հայտարարությունից անմիջապես հետո սկսվեցին ձերբակալությունները։ Այսպիսի համընկնումը իրավական պետությունում պարզապես անհնար է պատկերացնել։

Քրեական գործերը ընդդեմ Ղուկասյանի սկսվել էին դեռ վարչապետի այս բարձրաձայն ակնարկից առաջ, սակայն գլխավոր հարվածը տրվում է հենց հիմա։ Ղուկասյանին դատական որոշմամբ կալանավորեցին երկու ամսով։ Բայց իշխանության ուղերձը հասցեագրված էր ոչ միայն նրան․ Գյումրիում այդ օրը շուրջ բազմաթիվ քաղաքացիներ բերման ենթարկվեցին, այդ թվում՝ «Մեր ձևով» շարժման անդամ Ռուբեն Մխիթարյանը, որը փորձել էր կանխել ոստիկանական ուժերի և քաղաքացիների միջև բախումը։

«Մեր ձևով» շարժման տարածած հայտարարությունում նշվում է, որ Մխիթարյանի ձերբակալությունը ոչ թե իրավական գործողություն է, այլ վախի մեխանիզմ, որով իշխանությունը փորձում է պատժել ցանկացածին, ով ազնիվ կերպով կանգնում է քաղաքացիների կողքին։

Այս ամենը ուղիղ ուղերձ է ողջ ընդդիմությանը․ եթե համարձակվեք պայքարել, ձեզ կսպասեն քրեական գործեր։ Եթե պայքարի արդյունքում հաղթեք, ձեր հաղթանակը կբացատարվի որպես «սխալ», որը պետք է իշխանության ձեռքով «ուղղվի»։ Սա միայն Գյումրիի մասին չէ․ սա նախազգուշացում է բոլոր հակակշիռներին և հատկապես՝ Էջմիածնի թեկնածուներին, որոնց ակնարկվում է՝ հաղթանակի դեպքում կկրկնեն Ղուկասյանի ճակատագիրը։

Արդյունքում, իշխանությունն այսօր ոչ միայն պայքարում է ընդդիմության դեմ, այլ ձևավորում նոր քաղաքական արգելք. «Մի պայքարեք, որովհետև պայքարի արդյունքը կվերացնենք քրեական մեղադրանքով»։

Սակայն այս ամենի ֆոնին ամենակարևոր հարցը մնում է անպատասխան․ եթե ժողովուրդն է ընտրել իր ղեկավարին, ո՞վ է իշխանությանը իրավունք տվել այդ ընտրությունը «ուղղելու», այն էլ՝ քրեական գործերով, ճնշումներով և քաղաքական հաշվեհարդարով։

Գյումրին այսօր փորձադաշտ է, սակայն թիրախը ողջ երկիրն է։ Եթե մարդիկ չկանգնեն իրենց ընտրության և արժանապատվության պաշտպանությանը, վաղը «սխալ» կհայտարարվի բոլորը՝ անկախ քաղաքի, համայնքի կամ կուսակցական պատկանելությունից։

Այսօր Գյումրիի շուրջ տեղի ունեցողը մարտահրավեր է ոչ միայն տեղական ինքնակառավարման համակարգին, այլ հայաստանցու իրավունքին՝ ինքնուրույն որոշում կայացնելու, առանց վախի կանգնելու իր ընտրության հետևում։ Իսկ եթե ժողովուրդը լռի, վաղվա պայքարը այլևս չի լինելու քաղաքապետի, այլ սեփական իրավունքի գոյության համար։
