«Եթե հանքագործը չաշխատի, դուք ևս չեք կարողանա աշխատել, առանց հանքարդյունաբերության մյուս գործերը կդառնան անհնար»․ տնտեսագետ Սուրեն Պարսյան

Տնտեսագետ Սուրեն Պարսյանը «Հայաստանի հանքարդյունաբերական ֆորում 2025» ֆորումի ընթացքում, ոլորտի վերաբերյալ Հայաստանի պետական տնտեսագիտական համալսարանի պատրաստած համապարփակ հետազոտությունը ներկայացնելուց առաջ, մի պատմություն պատմեց. ընկերներն իրենց աշխատանքների մասին զրուցելիս լավ խոսքեր են ասում յուրաքանչյուրի մասին. մեկը ինժեներ է, մյուսը՝ ոսկերիչ, հաջորդը՝ շինարար, և բոլորը գովում են մեկը մյուսին՝ տներ են կառուցում, զարդեր պատրաստում և այլն։ Երբ հանքագործն է ներկայանում, ընկերները նրան նախատում են, թե իր գործով բնությանը վնաս է հասցնում, սակայն հանքագործը հակադարձում է. «Եթե ես չաշխատեմ, դուք ևս չեք կարողանա աշխատել»։

Հետևաբար, հանքագործությունը և հանքարդյունաբերությունը մեր տնտեսության համար առանցքային նշանակություն ունեն, եզրահանգեց բանախոսը, և անհրաժեշտ է սահմանել ներդաշնակություն՝ անշուշտ պատասխանատու հանքարդյունաբերության ու կայուն զարգացման ծրագրերի շրջանակում։

Հետազոտության հիմնական տվյալները

Սուրեն Պարսյանը ներկայացրած հետազոտության համաձայն՝ Պետեկամուտների կոմիտեի տվյալներով, 2024 թվականին հանքարդյունաբերության ոլորտում գործել է 403 կազմակերպություն, որոնցից 41-ը դադարել են գործել, իսկ մետալուրգիայի ոլորտում՝ 99-ը։

Վերջին երկու տարիների վիճակագրությունը ցույց է տալիս, որ կազմակերպությունների թիվը որոշակիորեն աճել է, սակայն եկամուտների մասով իրավիճակը տարբերվում է. ոլորտի շրջանառությունը վերջին երկու տարում նվազել է մոտ 20 մլրդ դրամով, իսկ համեմատած 2023 թվականի հետ՝ 1,7 տոկոսով, ինչը համեմատաբար փոքր ծավալ է։

Չնայած արտադրության և շրջանառության նվազման միտումներին, հանքարդյունաբերությունը շարունակում է մնալ զբաղվածության ապահովման հիմնական ոլորտը՝ մոտ 13 000 աշխատատեղ ընդգրկելով։

Մետալուրգիայի ոլորտում իրավիճակը մտահոգիչ է. նկատվում է աշխատատեղերի կրճատման միտում, իսկ շրջանառության ծավալը նվազել է մոտ 30%-ով, ինչը պահանջում է ոլորտի զարգացումը խթանելու քայլեր, եթե ցանկանում ենք հանքարդյունաբերության և մետալուրգիայի շղթայի արդյունավետ զարգացում, ասաց բանախոսը։

Հարկային մուտքեր

2024 թվականին հանքարդյունաբերական բոլոր կազմակերպությունները միասին վճարել են 133 մլրդ դրամ հարկ, ինչը նախորդ տարվա համեմատ աճել է՝ մոտ 48 տոկոսով: Այս մուտքերի մեծ մասը ուղղակի հարկերի մասնաբաժին է, մոտ 110 մլրդ դրամ:

Պարսյանը ընդգծեց, որ այդ 133 մլրդ դրամից 102 մլրդը՝ կամ 77%-ը, բաժին է ընկնում մեկ ընկերությանը՝ ակնարկելով ԶՊՄԿ-ին:
