Փաշինյանի մանիպուլյացիաները ԵԽԽՎ-ում

ՀՀ վարչապետի պաշտոնը զբաղեցնող անձը Եվրոպայի խորհրդի Խորհրդարանական վեհաժողովում հայտարարել է, թե փախստականների վերադարձի թեման համարում է վտանգավոր խաղաղության գործընթացի համար։ Պատասխանելով եվրապատգամավորներից մեկի հարցին՝ Փաշինյանն ասել է. «Եվ ընդհանրապես, փախստականների վերադարձի թեման էս համատեքստում՝ բոլոր փախստականների վերադարձի թեման, ես համարում եմ վտանգավոր խաղաղության գործընթացի համար, որովհետև կոնֆլիկտները, այդ թվում՝ Ղարաբաղի կոնֆլիկտը, սկսվել է, թվում է, հումանիտար պարզ հարցերի արծարծմամբ և վերաճել է բոլորիս հայտնի երկարատև կոնֆլիկտի»։

Հիշեցնելով, որ Հայաստանն ու Ադրբեջանը ճանաչել են միմյանց տարածքային ամբողջականությունը, ինքնիշխանությունը և սահմանների անխախտելիությունը՝ Ալմա-Աթայի հռչակագրի հիման վրա, Փաշինյանն ընդգծեց, որ պետք է կենտրոնանալ հենց այս բանաձևի վրա և չանդրադառնալ վիճահարույց հարցերին։ «Եվ առաջիկա տասնամյակներում, եթե շատ ուղիղ և գուցե ոչ էդքան դիվանագիտական լեզվով ասեմ, Հայաստանն ու Ադրբեջանը պետք է պարզապես հանգիստ թողնեն իրար և պետք է կենտրոնանան տնտեսական համագործակցություն և քայլ առ քայլ երկխոսություն կառուցելու վրա»,– ասել է Փաշինյանը։

Ինչ վերաբերում է արցախցիների ճակատագրին, ապա Հայաստանի վարչապետը, ԵԽԽՎ-ի առջև ներկայացնելով իր տեսլականը, նշել է, թե միջազգային հանրության աջակցությամբ Ղարաբաղի փախստականները պետք է հաստատվեն Հայաստանում՝ որպես Հայաստանի քաղաքացիներ։ Փաշինյանն ասել է, որ արդեն իսկ արցախցիներին տներով ապահովելու ծրագիր են սկսել, որը թեև դժվարությամբ է աշխատում, բայց հույս ունեն, որ առաջիկայում այն ավելի արդյունավետ կգործի։

Այն, որ նույնիսկ այդ հարցում է նա ստում, կարելի է համոզվել՝ հետևելով արցախցիների և նրանց իրավունքների պաշտպանության զբաղվող կառույցների հայտարարություններին։ Արցախի օմբուդսմենի տվյալներով՝ սեպտեմբերի դրությամբ տեղահանված 16 հազար արցախցիներ արդեն հեռացել են Հայաստանից՝ սոցիալական ծրագրերում, այդ թվում՝ բնակարաններով ապահովման ծրագրում առկա խնդիրների պատճառով։ Շահառու հանդիսացող 25 հազար ընտանիքներից բնակարանային ապահովման ծրագրի շրջանակում բնակարանի սերտիֆիկատ են ստացել 2 հազար 938-ը, որից իրացվել է ընդամենը 972-ը։ Այսինքն՝ 25 հազար շահառու ընտանիքներից անգամ հազարը դեռ բնակարան չեն ստացել։

Հունիսին էլ Լեռնային Ղարաբաղից տեղահանված արցախցիների զգալի մասը Կառավարության որոշմամբ զրկվեց 50 հազար դրամ աջակցությունից։ Փաստացի, ՀՀ իշխանությունները ոչինչ չեն անում արցախցիներին Հայաստանում ինտեգրելու, նրանց սոցիալական կարիքները լուծելու համար։ Ընդհակառակը, ամեն բան անում են՝ Հայաստանից դուրս մղելու համար։
