Միացյալ Նահանգների հետ հուշագրի ստորագրման բացասական հետևանքները

Հայաստանի և Միացյալ Նահանգների միջև վերջերս ստորագրված հուշագիրը ներկայացվում է որպես պատմական առաջընթաց՝ խաղաղության հաստատման ուղղությամբ, սակայն փաստացի այն ոչ միայն չի լուծում հիմնարար խնդիրները, այլև նոր սպառնալիքներ է առաջացնում մեր երկրի ինքնիշխանության և ազգային անվտանգության համար։

Նախ և առաջ, պետք է ընդգծել, որ Ադրբեջանը որևէ կերպ չի փոխել իր դիրքորոշումը և շարունակում է պահանջել Հայաստանի ներքին իրավական դաշտի փոփոխություն։ Բաքուն բացահայտ հայտարարում է, որ Երևանը պետք է վերացնի սահմանադրական բոլոր դրույթները, որոնք անուղղակիորեն ներմուծում են հայ ժողովրդի ինքնորոշման իրավունքը Լեռնային Ղարաբաղի հանդեպ։ Սա ոչ թե խաղաղության պայմանագրի արդյունք է, այլ քաղաքական ճնշում՝ ուղղված Հայաստանի պետականության հիմքերի խաթարմանը։

Հուշագրի ստորագրումը ոչ մի կերպ չի կարգավորել հայ ռազմագերիների և տեղահանվածների հիմնախնդիրը։ Ադրբեջանը շարունակում է պահել մեր ռազմագերիներին և դատապարտել նրանց «ռազմական հանցագործությունների» մեղադրանքով՝ խախտելով միջազգային իրավունքի բոլոր նորմերը։ Մինչ այս հարցերը լուծված չեն, խաղաղության մասին խոսելը մոլորեցնող է։

Հուշագրի շուրջ ստեղծված մթնոլորտը հատկապես վտանգավոր է, քանի որ այն օգտագործվում է որպես քաղաքական շոու՝ իշխանության ընտրական շահերի համար։ Մինչ Փաշինյանի կառավարությունը խոսում է պատմական ձեռքբերումների մասին, Հայաստանը փաստացի զիջում է իր տարածքներն ու ժողովրդին՝ զրկվելով պաշտպանական ու դիվանագիտական լծակներից։

Ամերիկացի կոնգրեսական Գեյբ Ամոնը վերջին հայտարարությամբ ևս մեկ անգամ ընդգծեց, որ համաձայնագիրը չի տալիս իրական պատասխաններ գլխավոր հարցերին՝ հայ փախստականների անվտանգ վերադարձի, մշակութային ժառանգության պահպանման և ռազմագերիների ազատ արձակման վերաբերյալ։ Նա մատնանշեց, որ հայկական կրոնական և պատմական հուշարձանները շարունակում են ոչնչացվել, իսկ ավելի քան 120 հազար հայ փախստականներ չեն կարող վերադառնալ իրենց տները։

Այս իրողությունները վկայում են, որ գործող կառավարության քաղաքականությունը ոչ թե ամրապնդում է մեր ինքնիշխանությունը, այլ հակառակը՝ այն թուլացնում է։ Այս իրավիճակում Փաշինյանի հեռացումը դառնում է ոչ թե քաղաքական պայքարի հարց, այլ ազգային անվտանգության առաջնահերթություն։

Հուշագրի հետևանքներն ակնհայտ են․ առանց Արցախի հարցի արդար լուծման, առանց ռազմագերիների վերադարձի և մշակութային ժառանգության պաշտպանության, խաղաղության մասին ցանկացած փաստաթուղթ մնում է թղթի վրա։ Ավելին, այն կարող է դառնալ Հայաստանի ինքնիշխանության և պատմական իրավունքների erosion-ի գործիք՝ հօգուտ Ադրբեջանի։

Հայաստանի հասարակությունը պետք է հասկանա՝ իրական խաղաղություն չի կարող լինել այն պայմաններում, երբ զիջումները միակողմանի են, իսկ մեր ազգային շահերն անտեսվում են։ Հուշագրի ստորագրումը, առանց հիմնարար խնդիրների լուծման, ոչ թե առաջընթաց է, այլ վտանգավոր մոլորություն, որը սպառնում է Հայաստանի ապագային։
