Հայաստանը կրճատում է ռազմական բյուջեն, Ադրբեջանը՝ ավելացնում

Հայաստանի կառավարությունը հերթական քայլն է անում ընդդեմ բանակի։ Երեկ կայացած նիստում հայտարարվել է, որ մտադիր են էականորեն՝ 15.2 տոկոսով, նվազեցնել պաշտպանական բյուջեն։ Պաշտպանության նախարարությանը 2026-ին 563 միլիարդ դրամ կհատկացվի՝ մոտ 1,5 միլիարդ դոլար։ 2025 թ. համեմատ ռազմական ծախսերը կկրճատվեն մոտ 265 միլիոն դոլարով։

Որ ռազմական բյուջեն նվազելու է, ավելի վաղ ասել էր ֆինանսների նախարար Վահե Հովհաննիսյանը։ Թեև դրանից հետո փորձել էին խմբագրել, իբր խոսքը միայն ՀՆԱ հարաբերակցության մասին է, բայց ակնհայտ էր, որ փաշինյանական իշխանությունը կրճատելու է ռազմական ծախսերը՝ միջոցներն ուղղելով այն ոլորտներ, որտեղ ավելի հեշտ է քաղաքական դիվիդենտներ շահել՝ ի հաշիվ երկրի անվտանգության։ Պաշտպանության ոլորտի բյուջեն կրճատելուն զուգահեռ նախընտրական տարում գործադիրը մեծացնում է Տարածքային կառավարման, Առողջապահության, Էկոնոմիկայի նախարարությունների ֆինանսավորումը։ Ավելի կոնկրետ՝ կիրականացվեն աղքատության նվազեցմանն ուղղված քայլեր, համայնքներում կավելանան կառավարության ֆինանսավորմամբ սուբվենցիոն ծրագրերը։ Այս նպատակով 2026-ին նախատեսվում է ծախսել 2 միլիարդ դրամ՝ 2025 թվականի 1 միլիարդի փոխարեն։ Մեկուկես միլիարդ դրամով էլ աճելու է վարչապետի աշխատակազմի բյուջեն։

Հայաստանի ռազմական բյուջեի կրճատումը տեղի է ունենում այն ֆոնին, երբ Ադրբեջանը, ընդհակառակը, ավելացնում է ռազմական ծախսերը։ Ադրբեջանի իշխանությունները ավելի վաղ հայտնել էին ռազմական ծախսերը կրճատելու մտադրության մասին, բայց Ալիևը հետագայում որոշեց ավելացնել։ Օրերս Ադրբեջանի կառավարությունը հրապարակել էր 2026 թվականի պետական բյուջեի նախագիծը, որի համաձայն գալիք տարի երկրի ռազմական ծախսերի ընդհանուր ծավալը կազմելու է 5 միլիարդ 120 միլիոն ամերիկյան դոլար։ Ադրբեջանում ընթացիկ տարվա համեմատ Զինված ուժերին և ազգային անվտանգությանը հատկացվող միջոցները կաճեն մոտ 90 միլիոն դոլարով կամ 2 տոկոսով։ Ադրբեջանի կառավարության տվյալներով՝ 2026-ին ռազմական հատկացումները պետական բյուջեի ծախսային մասի 21 տոկոսը կկազմեն։
