Ղրղզստանի խորհրդարանի անդամները հայտարարել են ինքնալուծարման մասին

Ղրղզստանի խորհրդարանի անդամները քննարկել և ընդունել են վաղաժամկետ ինքնալուծարման մասին օրինագիծը, հաղորդում է օրենսդիր մարմնի մամուլի ծառայությունը։ Նախաձեռնող խմբի առաջարկը աջակցել է նիստին ներկա 89 անդամներից 84-ը։

Ղրղզստանի խորհրդարանի մի խումբ պատգամավորներ սեպտեմբերի սկզբին առաջարկել են վաղաժամկետ հրաժարականի նախաձեռնությունը։ Նրանք ինքնալուծարման անհրաժեշտությունը բացատրել են որպես քաղաքական անկայունությունից խուսափելու միջոց։ Նախաձեռնության հեղինակները նշել են, որ Սահմանադրության համաձայն՝ խորհրդարանական ընտրությունները նախատեսված են 2026 թվականի նոյեմբերին, իսկ նախագահական ընտրությունները՝ 2027 թվականի հունվարին։ Նրանք կարծում են, որ նման կարճ ժամկետները կհանգեցնեն ավելորդ ծախսերի և դժվարություններ կստեղծեն Կենտրոնական ընտրական հանձնաժողովի համար։

«Երկու կարևոր քաղաքական իրադարձությունների՝ նախագահական և խորհրդարանական ընտրությունների միջև տարբերությունը կարճ է, ուստի երկրում քաղաքական համակարգը և կայունությունը ամրապնդելու համար նախաձեռնող խումբն առաջարկել է, որ խորհրդարանը կամավոր հրաժարական տա», - հայտարարել է նախաձեռնության հեղինակներից մեկը՝ պատգամավոր Ուլան Պրիմովը։

Ղրղզստանի խորհրդարանի ներկայիս 7-րդ գումարման խորհրդարանը կշարունակի գործել մինչև նոր ընտրությունների ամսաթվի պաշտոնական հրապարակումը։ AKIPress-ի փոխանցմամբ՝ արտահերթ ընտրություններ նշանակելու մասին հրամանագիրը պետք է ստորագրի Ղրղզստանի նախագահը։ Ընտրությունները կանցկացվեն նոր համակարգով. նախատեսված է 30 ընտրատարածք, որոնցից յուրաքանչյուրում կընտրվեն երեք պատգամավոր (երկու տղամարդ և մեկ կին)։

Ղրղզստանի միապալատ խորհրդարանը (Ժոգորկու Կենեշ) բաղկացած է խառը համակարգով ընտրված 90 պատգամավորից։ Վերջին ընտրությունները տեղի են ունեցել 2021 թվականի նոյեմբերին։ Երկրի սահմանադրությունը թույլ է տալիս օրենսդիր մարմնի վաղաժամկետ լուծարում պատգամավորների նախաձեռնությամբ, սակայն քվեարկության միջոցով պաշտոնական մեխանիզմ նախկինում չի կիրառվել։ Ըստ կարգի՝ Ղրղզստանում արտահերթ խորհրդարանական ընտրությունները նախատեսված են նոյեմբերի 30-ին։
