Ինչպե՞ս են որոշում «կառավարման ճգնաժամը».... «Փաստ»

«Փաստ» օրաթերթը գրում է.

Կա Հանրային ծառայությունները կարգավորող հանձնաժողով: Կարևոր պետական մարմին է, ի դեպ, բավականին բարձր վարձատրությամբ և, նկատենք, օրենսդրորեն միանգամայն հստակ անկախության երաշխիքներով: Բայց դա այն դեպքում, երբ հանձնաժողովի ղեկավարությունն, ինչպես ասվում է, «իր տեղում է»: Կյանքն ու, հատկապես, ՀԷՑ-ը սեփականատիրոջից կոպիտ միջամտությամբ օտարման մղելու, օրվա իշխանության կամայական քմահաճույքները կատարելու փաստերը հուշեցին, որ ՀԾԿՀ-ն ու այդ հանձնաժողովի նախագահ Մեսրոպ Մեսրոպյանը «իրենց բարձրության վրա չեն»՝ մեղմ ասած: Այսինքն, շատ բան կարող էր և այնպես չլինել, ինչպես արդեն կատարվել է, եթե ՀԾԿՀ-ն լիներ իր բարձրության վրա:

Ահավասիկ, մի ցցուն փաստ, որի վրա ուշադրություն են հրավիրել NEWS.am-ի մեր գործընկերները: Կայքը հարցմամբ դիմել է ՀԾԿՀ նախագահ Մեսրոպ Մեսրոպյանին, մասնավորապես... «Վեոլիա ջուր» ՓԲԸ-ի առնչությամբ: Ըստ կայքի, ՀԾԿՀ նախագահի գրությունը պատասխանի տեսանկյունից լիարժեք չէր, այնուհանդերձ այն տվյալները, որոնք տրամադրվել են, ինչպեսև ՀԾԿՀ կայքում եղած հաշվետվությունները թույլ են տվել որոշակի հաշվարկ կատարել: Ըստ այնմ, 2024 թվականի սկզբին «Վեոլիա ջուր» ՓԲԸ-ն ունեցել է շուրջ 650000 բաժանորդ, և այդ թվականին ընկերությունն ստացել է 1015 գրավոր և հավաքական 520881 բանավոր դիմում-բողոք։ Ստացվում է, որ 2024 թվականին ընկերության բաժանորդների շուրջ 80 %-ը բողոքել է մատուցվող ջրամատակարարման ծառայությունից:

Նման հաշվարկ է արվել ՀԷՑ-ի հետ կապված: Ստացվել է, որ 2024 թվականի սկզբին ՀԷՑ-ն ուներ շուրջ 1 մլն 80 հազար բաժանորդ, և այդ թվականին ընկերությունն ստացել է 12245 գրավոր և հավաքական 345997 բանավոր դիմում-բողոքներ: Ստացվում է, որ 2024 թվականին ՀԷՑ բաժանորդների շուրջ 30 %-ն է բողոքել մատուցվող էլեկտրական էներգիայի մատակարարման ծառայությունից:

Երկու ընկերության բողոքների քանակը գրեթե նույն ձևով պահպանվել է 2025 թվականի 2-րդ կիսամյակում: Իսկ հիմա, ուշադրությո՛ւն, հարց. ՀԾԿՀ-ն ինչպե՞ս է որոշել, որ ՀԷՑ-ում «կառավարման ճգնաժամ է», իսկ «Վեոլիա ջուր» ՓԲԸ-ում չկա ոչ մի ճգնաժամ, այդ թվում՝ կառավարման: Ընդ որում, նկատենք, «Վեոլիա ջուր» ՓԲԸ-ն պետական սեփականություն է և տրված է կառավարման ֆրանսիական մասնավոր ընկերությանը, իսկ ՀԷՑ-ը պետական սեփականություն չէ:

Քպական իրողությունները նկատի ունենալով՝ միգուցե հարցը հռետորական է: Հասկանալի է, այդպես որոշել է Նիկոլ Փաշինյանը՝ բացառապես քաղաքական նկատառումներից ելնելով: Բայց ՀԾԿՀ-ն, ինչպես նշեցինք, առնվազն օրենքի ուժով, կարծես թե, անկախ պետք է լիներ: Ըստ այդմ, լավ կլիներ, որ ՀԾԿՀ-ն կարողանար վերոնշյալ՝ թեկուզ հռետորական թվացող, բայց շատ առարկայական հարցին պատասխանել: Որևէ կերպ, բայց՝ հիմնավորված: Հակառակ դեպքում կստացվի, որ այս կառույցն էլ է կույր գործիք գործադիր իշխանության ու նրա ղեկավարի ձեռքում:

Իսկ գուցե ՀԾԿՀ նախագահը շա՞տ բան է իր վրա վերցնում: Ինչո՞ւ է հանձնաժողովի ղեկավարությունը, պատկերավոր ասած, «նետվում հանրային պարսավանքի տանկի տակ»: Հանուն Փաշինյանի քմահաճույքի՞: «SMS» են ստացե՞լ, թե՞ այլ հարց կա: Իսկ երբ միջազգային արբիտրաժը որոշի, որ ՀԷՑ-ի սեփականատիրոջ իրավունքների նկատմամբ կոպիտ խախտումներ են իրականացվել, որոնց համար պետք է խոշոր փոխհատուցում վճարել, ՀԾԿՀ նախագահը տե՞ր է լինելու իր որոշումներին, թե՞... ինչպես կառավարությունից ասեն: Իսկ եթե իշխանությունը փոխվի՞. ասենք, մի 8-9 ամսից... Ի դեպ, սրանք հարցերի դեռ մի փոքր մասն են, մինչդեռ հարցեր էլի կան:
