Արևային էլեկտրակայան ու մեքենատրակտորային պարկ՝ զորամասի փոխարեն. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Ղեկավարվելով քաղաքացիական օրենսգրքի 605–րդ և «Պետական կառավարչական հիմնարկների մասին» օրենքի 4–րդ հոդվածներով` կառավարությունը որոշել է Պաշտպանության նախարարությանն ամրացված Տավուշի մարզի Նոյեմբերյան քաղաքի Շիրազի փողոց թիվ 39 հասցեում գտնվող` 1659,28 քառակուսի մետր մակերեսով ու 1 միլիոն 90 հազար դրամ հաշվեկշռային արժեքով շենք–շինությունները, ինչպես նաև 1,589 հեկտար մակերեսով ու 1 միլիոն 982 հազար 934 դրամ կադաստրային արժեքով հողամասը նվիրաբերել համայնքին՝ մեքենատրակտորային պարկ հիմնելու և արևային էլեկտրակայան կառուցելու նպատակով: Այս մասին որոշման նախագիծը կընթերցվի գործադիրի՝ հինգշաբթի օրը կայանալիք նիստում:

Որոշումն ուժի մեջ մտնելուց հետո երկու ամսվա ընթացքում Պաշտպանության նախարարը Նոյեմբերյանի քաղաքային համայնքի ղեկավարի հետ համատեղ պետք է ապահովեն գույքի հանձնման–ընդունման աշխատանքների կատարումը և նվիրաբերության պայմանագրի կնքումը` դրանով սահմանելով, որ պայմանագրի նոտարական վավերացման և գույքային իրավունքների գրանցման հետ կապված ծախսերն իրականացվելու են համայնքի միջոցների հաշվին:

Որոշման նախագծի ընդունումը պայմանավորված է այն հանգամանքով, որ Նոյեմբերյան քաղաքի Շիրազի փողոց թիվ 39 հասցեում գտնվող Պաշտպանության նախարարության զորամասի նախկին նորոգման վաշտի շենքերն ու շինություններն այլևս նպատակային նշանակությամբ չեն օգտագործվում: Միաժամանակ համայնքների խոշորացման ծրագրի շրջանակներում Նոյեմբերյան համայնքի ղեկավարն առաջարկել է նշված շենքերը և շինությունները նվիրաբերել համայնքին՝ մեքենատրակտորային պարկ ստեղծելու, ինչպես նաև դրա տարածքում արևային էլեկտրակայան կառուցելու նպատակով:

Համաձայն Նոյեմբերյանի համայնքապետի 26.06.2017 թ. թիվ Ե–01/353 գրության՝ վերը նշված գործընթացն իրականացվելու է ՀՏԶՀ–ի կողմից իրականացվող Սոցիալական Ներդրումների և Տարածքային Զարգացման ծրագրի շրջանակներում համայնքի համար հաստատված ծրագրով, որի ընդհանուր արժեքը կկազմի 542700 հազար դրամ: Եվ քանի որ նշված շենք–շինությունների և դրանցով զբաղեցված տարածքի հետագա օգտագործումը նախարարության կողմից գտնվել է ոչ նպատակահարմար, որոշման նախագծով նախատեսվում է շենք–շինությունները և դրանցով զբաղեցված տարածքը հանրօգուտ նպատակով նվիրաբերել Նոյեմբերյան համայնքին:
