Եթե գերատեսչությունների աշխատակիցների կեսից ավելին էլ կրճատվի, ոչ մի ոլորտ էլ չի տուժի. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Այս օրերին, երբ բոլորը զբաղված են երկրի կարևորագույն քաղաքական և տնտեսական փաստաթղթի՝ բյուջեի հարցերով, դրան զուգահեռ բավականին ակտիվորեն քննարկվում է պետական մոտ 5500 հաստիքի կրճատման, կամ ինչպես ակտուալ է ասել՝ օպտիմալացման հարցը:

Քննադատները նշում են, որ դրա հետևանքով երկրում մոտ 5500 ընտանիք կմնա սոված: Մյուսները համոզված են, որ ապրուստից կտրվելու հետևանքով նրանք կլքեն երկիրը: Մի խոսքով, ասվում է այն՝ ինչ հնարավոր է, բայց որևէ մեկի մտքով չի անցնում, որ եթե անգամ պետական ապարատում 50 տոկոսով էլ կրճատումներ լինեն, որևէ պետական կառույցի աշխատանք չի տուժի: Ընդհակառակը, պետական կառույցներն ավելի արդյունավետ կաշխատեն, իսկ ՕԳԳ–ն էլ վերջապես կաճի:

Երբևէ մեկի մտքով արդյո՞ք անցել է, թե ինչ կլինի, եթե մեր նախարարները, փոխնախարարները այդքան շատ օգնականներ, խորհրդականներ ու տեղակալներ չունենան: Պատկերացրեք, որ առանձնապես ոչինչ էլ չի լինի: Ավելին՝ գերատեսչություններն ավելի ճկուն կաշխատեն: Կարճ ասած՝ փչացած հեռախոսի էֆեկտ այլևս չի լինի, իսկ նախարաներն ու ղեկավարներն էլ իրենց ոլորտի աշխատողների կարողություններին մոտիկից ծանոթ կլինեն, իսկ գլուխ պահող պետական պաշտոնյաներից անմիջապես կազատվեն: Այսինքն ճահիճ այլևս չի լինի:

Իսկ եթե փորձենք պետական ապարատը 50%-ով կրճատելու տնտեսական օգուտները հաշվել, կտեսնենք, որ ավելի քիչ ծառայողական մեքենա, բենզին, թուղթ, մատիտ և վերջապես՝ սոցիալական փաթեթից օգտվող կունենանք: Սա էլ իր հերթին բավականին մեծ խնայողության կբերի երկրին:

Եվ գուցե այդ ժամանակ հնարավոր լինի կառավարության հանձնարարականներն ավելի արդյունավետ իրականացնել, դրա արդյունքում էլ՝ կենսաթոշակ ու աշխատավարձ բարձրացնել: Այս դեպքում արդեն նրանք, ում համար նախկինում ծանոթ–բարեկամով հաստիք ու աշխատատեղ էին «ձևվվում», կհասկանան, որ քեռի–մորաքրոջ դաբրոյով պետության վզին նստելը վնասակար է երկրի ու սեփական առողջության համար:

Հա, մի բան էլ. այս դեպքում արդեն քաղծառայության խորհուրդ ասված կոռումպացված կառույցը նույնպես պետք չի լինի ոչ մեկին: Դա էլ կփակվի կամ ավելի ճիշտ՝ կօպտիմալացվի, քանի որ երկրին ոչ թե մորաքրոջ դաբրոյով աշխատողներ են պետք, այլ՝ մասնագետներ: Մնում է հուսալ, որ օպտիմալացումը արդար կլինի, ոչ թե աշխատանքից կհեռացվեն նրանք, ովքեր կամ ծանոթ չունեն, կամ ղեկավարի ճաշակով չեն:
