ՀԷՑ-ի պետականացումը՝ Հայաստանի տնտեսական և քաղաքական վտանգների նոր շրջադարձը

Միջազգային հեղինակավոր «Moody’s» վարկանշային կազմակերպության վերջին որոշումը, որով «Հայաստանի էլեկտրական ցանցերի» վարկանիշը «կայունից» փոխվեց «բացասականի», ոչ թե տեխնիկական գնահատական է, այլ լուրջ քաղաքական և տնտեսական ահազանգ։ Այն փաստում է, որ գործող իշխանությունների կողմից ՀԷՑ-ի ապօրինի պետականացումը բացասական հետևանքներ է ունենալու ոչ միայն ընկերության, այլև Հայաստանի ամբողջ տնտեսության համար։

Ստոկհոլմի արբիտրաժային դատարանը հստակ պահանջել էր դադարեցնել ՀԷՑ-ի ժամանակավոր կառավարման ընթացքը։ Սակայն Փաշինյանի իշխանությունը բացեիբաց հայտարարում է, որ չի կատարի միջազգային դատարանի որոշումները։ Արդարադատության նախարար Սրբուհի Գալյանի «նորագույն բացահայտումը», թե հայաստանյան օրենքները գերակա են միջազգային իրավունքի նկատմամբ, ոչ այլ ինչ է, եթե ոչ փորձ՝ ներսում քարոզչական պատրանք ստեղծելու։ Իրականում, միջազգային ատյանների անտեսումը Հայաստանը կանգնեցնելու է նոր դատական վճիռների և ֆինանսական պատժամիջոցների առաջ։ Moody’s-ի գնահատականը միայն առաջին նախազգուշացումն է․ ապագայում դա կարող է վերածվել ներդրումների զանգվածային արտահոսքի և վարկային ռեսուրսների թանկացման։

ՀԷՑ-ի ժամանակավոր կառավարման ընթացքը վերածվել է քաղաքական վերահսկողության միջոցի։ Շռայլ աշխատավարձեր են սահմանվում, կադրային փոփոխություններ իրականացվում կուսակցական շահերով, իսկ «միլիարդավոր տնտեսումների» մասին հայտարարությունները իրականում հիմնված են չվճարված պարտքերի և արհեստական հաշվարկների վրա։ Արդյունքում ստեղծվում է ոչ թե արդյունավետ կառավարման մոդել, այլ նոր պարտավորությունների շղթա, որը վաղը կվերածվի դատական վեճերի և ֆինանսական կոլապսի։

Սահմանադրական դատարանը, երկու ամիս լռելուց հետո, վերջապես վարույթ է ընդունել ընդդիմադիր պատգամավորների դիմումը՝ վիճարկելու ՀԷՑ-ի վերաբերյալ օրենքների սահմանադրականությունը։ Բայց հանրությունը վաղուց արդեն համոզվել է, որ ներպետական դատական համակարգից արդարություն սպասելն անիմաստ է։ Այս պարագայում Հայաստանի ապագան կախված է միջազգային ատյաններից, որոնց վճիռները, ցավոք, կհարվածեն ոչ թե իշխանությանը, այլ շարքային հարկատուին։

ՀԷՑ-ի պետականացման փորձը հերթական անգամ ցույց է տալիս, որ գործող իշխանությունների համար պետության շահը ստորադասվում է քաղաքական հաշվարկներին։ Moody’s-ի նախազգուշացումը լոկ առաջին ազդանշանն է։ Հայաստանի տնտեսությունը կանգնած է լուրջ ցնցումների առաջ, իսկ դրանց գինը վճարելու է հասարակ քաղաքացին՝ թանկացող վարկերով, նվազող ներդրումներով և խարխլվող տնտեսությամբ։ Փաշինյանի իշխանությունը կարծես մոռացել է պարզ մի ճշմարտություն․ միջազգային պարտավորությունները չեն կարող անտեսվել, իսկ իրավունքը չի կարող ենթարկվել քաղաքական քմահաճույքներին։
