ՍԴ-ն որոշել է քննել ՀԷՑ-ի հարցը

Սահմանադրական դատարանը ավելի քան երկու ամսվա լռությունից հետո օրերս վարույթ է ընդունել ընդդիմադիր պատգամավորների դիմումը, որով նրանք վիճարկում են «Հայաստանի էլեկտրական ցանցերի» վերաբերյալ հրատապ կարգով ընդունված օրենքների Սահմանադրությունը։ Ընդ որում, Սահմանադրական դատարանը խախտել է իր աշխատակարգի կետերը և 30 օրվա ընթացքում պետք է որոշեր՝ դիմումը վարույթ ընդունե՞լ, թե՞ ոչ։ Սակայն միայն երկու ամիս անց է բարեհաճել այս դիմումը ընդունել։

Հիշեցնենք, Սամվել Կարապետյանին ձերբակալելուց և կալանավորելուց հետո Փաշինյանը անցավ «Հայաստանի էլեկտրական ցանցերը» պետականացնելու ապօրինի գործողությանը, որն արդեն իսկ լրջագույն հետևանքներ է առաջացրել Հայաստանի Հանրապետության համար։ Օրերս միջազգային հեղինակավոր վարկանիշային ընկերություններից մեկը՝ «Մուդիսը», նվազեցրել է «Հայաստանի էլեկտրական ցանցեր» ընկերության վարկանիշը՝ հետագա գործունեության կանխատեսումը կայունից դարձնելով բացասական։ Կենտրոնական բանկի նախագահ Մարտին Գալստյանը հույս է հայտնել, թե ՀԷՑ-ի հետ կապված անորոշությունները արագ լուծում կստանան, և արդյունքում ռեյտինգի նվազեցումը կլինի ու կրի կարճաժամկետ բնույթ։ Սակայն որևէ փաստարկ չի ներկայացրել, թե ինչու պետք է այդպես լինի։

Ըստ էության, Ստոկհոլմի միջազգային արբիտրաժի որոշումից հետո Հայաստանին բավականին լուրջ խնդիրներ են սպասվում, մինչդեռ Հայաստանի գործող իշխանությունները հրաժարվում են որևէ կերպ կատարել արբիտրաժի պարտադիր ենթակա որոշումը։ Իհարկե, վստահաբար, Սահմանադրական դատարանն էլ մերժելու է ընդդիմադիրների բողոքը։ Նիկոլ Փաշինյանը այս դատարանում գրեթե ամբողջությամբ իր մարդկանց է նշանակել, և 1-2 բացառությունները չհաշված, ՍԴ-ն դակում է գործող իշխանությունների ներկայացրած բոլոր պահանջները։ Սակայն այս ընթացակարգն էլ պարտադիր է անցնելու՝ հետագայում միջազգային ատյաններում «Հայաստանի էլեկտրական ցանցեր» ընկերության սեփականատիրոջ շահերը ներկայացնելու համար։
