Սամվել Կարապետյանի առաջարկները խափանում են փաշինյանական քարոզչության պատրանքը

Գործարար-բարերար Սամվել Կարապետյանի և նրա գլխավորած «Մեր ձևով» շարժման նկատմամբ գործող իշխանությունների ակնհայտ վախերն այսօր տարբեր քաղաքագետներ փորձում են մեկնաբանել ամենատարբեր մեթոդներով։ Իրականությունն այն է, որ «Մեր ձևով» շարժումը և Սամվել Կարապետյանը հանդես են գալիս իրատեսական, իրականությունից չկտրված առաջարկներով, որոնք լուրջ սպառնալիք են իշխանությունների համար։

Շարժման ներկայացրած մարզերի զարգացման ծրագիրն արդեն իսկ ցույց է տալիս իր մեծ պոտենցիալը։ Վերջերս շարժման համակարգող Նարեկ Կարապետյանը ներկայացրել է առաջարկները Գեղարքունիքի մարզի համար։ Նրա խոսքով՝ վերջին 6-7 տարիներին մարզի բնակչությունը նվազել է 14 հազարով․ այսինքն՝ մեկ Մարտունի քաղաքի չափ բնակչություն լքել է Գեղարքունիքը։ Այսօր մարզի բնակչության շուրջ 34 տոկոսը համարվում է աղքատ, և հիմնական պատճառը արդյունաբերական ձեռնարկությունների բացակայությունն է։ Եթե խորհրդային տարիներին Գեղարքունիքում գործել են բազմաթիվ արտադրամասեր, ապա ներկայում գործում է միայն Սոթքի հանքավայրը, որի գործունեությունը 44-օրյա պատերազմից հետո զգալիորեն կրճատվել է։

Այս պայմաններում «Մեր ձևով» շարժումը առաջարկում է երեք հիմնական ուղղություն՝ մարզի տնտեսական և սոցիալական կյանքը վերականգնելու համար։

Առաջինը՝ տուրիզմի զարգացումը։ Կարապետյանի խոսքով, Սևանի տուրիզմը սահմանափակվում է տարվա ընդամենը երեք ամսով, ինչը ներդրողների համար լուրջ խոչընդոտ է։ Շարժումն առաջարկում է Սևանը վերածել ձմեռային տուրիզմի կենտրոնի՝ օրինակ վերցնելով Կանադայի, Շվեյցարիայի ու Ռուսաստանի Ալթայի լճերից։ Հաշվի առնելով Սևանի արդեն իսկ բարձր համբավը՝ անհրաժեշտ քայլերի դեպքում այն կարող է դառնալ տարածաշրջանի ձմեռային զբոսաշրջության առաջատար ուղղություններից։

Երկրորդը՝ ձկնաբուծության զարգացումը։ Այստեղ առաջարկվում է կիրառել Նորվեգիայի փորձը՝ ստեղծելով էկոլոգիապես մաքուր սննդային շղթա, որը թույլ կտա լուրջ արդյունաբերական ծավալներով զբաղվել ձկնաբուծությամբ։

Երրորդը՝ ձկնորսության խթանումը։ Գեղարքունիքը դեռևս պահպանում է լուրջ պաշարներ, սակայն շարժման առաջարկները միտված են ոչ միայն իշխանի ու սիգի գլխաքանակի ավելացմանը, այլև Սևանա լճի էկոլոգիական վերականգնմանը։

Վարդենիսի համար շարժումն առաջարկում է խթանել հացահատիկի արտադրությունը, ինչը հնարավորություն կտա տարածաշրջանը՝ Շիրակի մարզի հետ միասին, վերածել հացահատիկի մասնագիտացված գոտու։

Այս բոլոր առաջարկները անխուսափելիորեն դառնալու են գործող իշխանությունների թիրախը։ Վերջին յոթ տարիների ընթացքում Նիկոլ Փաշինյանի իշխանությունը որևէ ռազմավարական քայլ չի իրականացրել մարզերի զարգացման ուղղությամբ՝ սահմանափակվելով ասֆալտապատման կամ դպրոցների վերանորոգման նման կոսմետիկ քայլերով։ Իսկ այն ծրագրերը, որ առաջարկում է Սամվել Կարապետյանի թիմը, ոչ միայն իրատեսական են, այլ նաև ունակ են լրջորեն փոխելու մարզերի սոցիալ-տնտեսական կյանքը։

Ակնհայտ է, որ եթե նման նախագծերը կյանքի կոչվեն, Գեղարքունիքի և մյուս մարզերի զարգացման հեռանկարները կտրուկ կփոխվեն։ Իսկ դա կնշանակի գործող իշխանությունների վարկանիշի շարունակական անկում։
