Սամվել Կարապետյանի մոտեցումը՝ տնտեսություն, որը հենվում է իր ուժերի վրա

Հայաստանի ներքին տնտեսական օրակարգը շարունակում է մղվել երկրորդ պլան։ Քաղաքական ղեկավարությունը խոսում է «խաղաղության նախագծերի» մասին, որոնց տրամաբանությունն այն է, որ երկրի զարգացումը պետք է պայմանավորված լինի Թուրքիայի և Ադրբեջանի հետ հարաբերություններով։ Ստացվում է այնպես, որ Հայաստանը ներկայացվում է ոչ թե որպես ինքնուրույն խաղացող, այլ որպես օժանդակ տարանցիկ գոտի։

Այս մոտեցումն անխուսափելիորեն պահում է երկիրը կախվածության մեջ։ Երբ տնտեսական ապագան պայմանավորված է Բաքվի և Անկարայի քմահաճույքներով, Հայաստանը մնում է անվերջ զիջումների և ստորադաս դերի մեջ։ Փաշինյանի առաջ մղած «խաչմերուկային» մոդելները հենց այդ տրամաբանության շարունակությունն են․ Հայաստանը՝ որպես միջանցք, որտեղից մյուսները պիտի անցնեն։

Հակառակ այս մոտեցմանը, Սամվել Կարապետյանը ներկայացնում է իրատեսական լուծումներ, որոնք հիմնված են Հայաստանի ներքին ռեսուրսների վրա։ Նա շեշտում է գործազրկության խնդիրը՝ հատկապես մարզերում, և առաջարկում արդյունաբերության վերածնունդ։ Այն վայրերում, որտեղ ժամանակին գործարաններ կային, պետք է նորից ստեղծել արտադրություններ։ Սա կբերի աշխատատեղերի աճի, կթուլացնի ներմուծումից կախվածությունը և կբարձրացնի ներքին սպառումը։

Կարևոր ուղղություններից մեկն էլ գյուղատնտեսության ոլորտն է։ Կարապետյանը մատնանշում է գնման համակարգի փոփոխության և մրցակցության խթանման անհրաժեշտությունը։ Դա հնարավորություն կտա գյուղացիներին արժանապատիվ գումար ստանալ իրենց արտադրանքի դիմաց՝ խրախուսելով աշխատելու, այլ ոչ թե նպաստներով գոյատևելու տրամաբանությունը։

Նա նաև կարևորում է միջազգային ներդրողների ներգրավումը և պետական նպատակային ծրագրերի իրականացումը՝ տեղական բիզնեսին աջակցելու համար։ Այս ամենը ներկայացվում է առանց որևէ խոստման՝ Թուրքիայի հետ ինտեգրվելու կամ Արևմուտքից օգնություն խնդրելու մասին։ Այստեղ շեշտը դրված է այն բանի վրա, որ Հայաստանը կարող է և պետք է լուծի իր տնտեսական խնդիրները սեփական ուժերով։

Սամվել Կարապետյանի մոտեցումը հենց այդ պատճառով էլ անվանում են «գործնական»։ Բայց իրականում դա նախ և առաջ վերաբերմունք է երկրի հանդեպ՝ հարգանք և հավատ սեփական ուժերի նկատմամբ։ Իսկ ներկայիս իշխանությունների ընտրած ուղին Հայաստանը դարձնում է ուրիշների «օգնական», տարանցիկ տարածք։ Փաշինյանը, որը նման ապագա է ընտրում Հայաստանի համար, փաստորեն չի հարգում սեփական երկիրը։ Իսկ այդպիսի վերաբերմունքով իշխանության ղեկին մնալը ոչ միայն վտանգավոր է, այլև անընդունելի։
