Երեք պատճառ, թե ինչու են ուզում կրճատել զինծառայությունը

Հայաստանի պաշտպանության նախարարությունը հանրային քննարկման է ներկայացրել «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքում փոփոխությունների նախագիծ, որով առաջարկվում է պարտադիր զինվորական ծառայության ժամկետը սահմանել 18 ամիս։ Նախագծի համաձայն՝ փոփոխությունը կկիրառվի 2026 թվականի ամառային զորակոչից սկսած և չի տարածվի նախորդ զորակոչերի վրա։

Հիմնավորման մեջ նշվում է, որ ՀՀ կառավարության 2021–2026 թվականների ծրագրով նախատեսվել է պարտադիր զինվորական ծառայության ժամկետի կրճատում՝ պայմանագրային ծառայության ծավալների ավելացման հաշվին։ Պաշտպանության նախարարությունը նպատակահարմար է համարել շարքային կազմի համար գործող 24-ամսյա պարտադիր զինվորական ծառայության ժամկետը 2026 թվականի ամառային զորակոչից կրճատել 6 ամսով՝ սահմանելով 18 ամսվա ժամկետ։

44-օրյա պատերազմից հետո գործող իշխանությունները, մի կողմից, կեղծ տեղեկություններ են տարածում՝ իբր զինված ուժերում բարեփոխումներ իրականացնելու մասին, մյուս կողմից՝ ամեն գնով քանդում են հայկական բանակը։ Զինծառայության ժամկետի նվազեցումն էլ բացառապես այս ծիրում է և ընդամենը միջոց է Փաշինյանի ձեռքին՝ հերթական անգամ քարոզչական հնարքներով ծխաբելու հանրությանը։

ԱԺ պատգամավոր, անվտանգային հարցերով փորձագետ Տիգրան Աբրահամյանի գնահատականով՝ այս պայմաններում իշխանությունը փորձում է երեք խնդիր լուծել.
1- Նախընտրական «տրյուկ» անել՝ փորձելով բանակի կրճատումը ընտրաքվեի վերածել։
2- Կրճատել բանակը՝ հետագա զիջումները «հիմնավորելով» պետության անկարողությամբ։
3- Պարզապես ադրբեջանական պահանջ կատարել՝ վստահեցնելու, որ ՀՀ-ն դիմադրելու, պայքարելու որևէ նպատակ չունի։

Հատկապես որ այսօր Հայաստանը մարդուժի խիստ կարիք ունի, մարտական հերթապահությունն էլ հաճախ ամբողջությամբ չի լրացվում։ Զինծառայության կրճատումը դրական որևէ արդյունք չի կարող տալ։ Ընդհակառակը, այն բացասաբար է ազդելու ՀՀ ԶՈՒ մարտունակության վրա։
