ՀԷՑ-ում խառն են. ներքին հարաբերությունները գնալով սրվում են. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Մեր ունեցած տեղեկություններով, ՀԷՑ-ում բավական լարված իրավիճակ է ստեղծվել: Մասնավորապես, օրերս խորհրդակցություն է անցկացվել «նորերով», որտեղ մեծ դժգոհություն է հայտնվել ՀԾԿՀ-ի գործողություններից: Խնդիրն այն է, որ ՀԷՑ-ը խլելու գործընթաց նախաձեռնելուց առաջ իշխանությունները լիարժեք չեն էլ պատկերացրել, թե ինչպիսի բարդագույն տնտեսական և տեխնիկական համակարգ են կառավարելու, և մտածել են, որ բյուջետային հիմնարկների պես մի քանի թիվ +/- կանեն ու, ոնց էլ լինի, մի լուրջ բան կգտնեն:

Բայց շատ կարճ ժամանակում պարզվել է, որ ամեն ինչ այդքան էլ պարզունակ ու հեշտ չէ: Նախ՝ ինչ «թվային հոդվածի» մեջ փորձում են խորանալ, պարզվում է, որ այդ թվերը հաստատված են ՀԾԿՀ-ի կողմից` առանձին մեթոդոլոգիայով, քանի որ օրենսդրությամբ այդպես էլ սահմանված է: Ավելին, այդ ամենի տրամաբանությունը հասկանալու համար պահանջվում է խոր մասնագիտական գիտելիքներ և երկար տարիների փորձ։

Մյուս կողմից՝ փորձ է արվել ստանալ ՀԾԿՀ մասնագետների աջակցությունը, սակայն իրավական կազուս է առաջացել. հանձնաժողովի աշխատակիցների ներգրավումը փաստացի կասկածի տակ է դնում կառավարչի նշանակման ինստիտուտը։ Հանձնաժողովը օրենսդրությամբ լիազորված է իրականացնել մոնիթորինգ և ստուգումներ, ու եթե նույն կառույցը սկսի նաև օժանդակել կառավարմանը, ստացվում է օրենսդրական հակասություն։

Բացի այդ, հանձնաժողովի աշխատակիցները խուսափում են ներգրավվել այս գործընթացին, քանի որ գիտակցում են սպասվող իրավական քաոսի բարձր մակարդակը։ Դրան գումարվում է նաև այն հանգամանքը, որ վերջին պաշտոնանկությունները և կառավարության դիրքորոշումները, հատկապես Ստոկհոլմյան արբիտրաժի վճռի վերաբերյալ, մեծացրել են անորոշությունն ու վախի մթնոլորտը։

Հավելենք, որ վերջին օրերին իրականացված ստուգումները ՀԷՑում լուրջ խախտումներ չեն հայտնաբերել։ Սա էլ ավելի է սրել ներքին հարաբերությունները։ Մեր աղբյուրների փոխանցմամբ, ժամանակավոր կառավարչի պաշտոնավարման ավարտին ակնկալվում է պատրաստել եզրակացություն, որը պարզապես կարտացոլի քաղաքական պատվերը՝ անկախ նրանից, թե որքանով է այն համապատասխանում իրականությանը։

Իսկ ի սկզբանե ներկայացված «կառավարման ճգնաժամի» հիմնավորումը մինչ օրս մնում է անպատասխան. ոչ ոք չի հստակեցրել, թե ճգնաժամը որ օղակում է եղել, և արդյոք այն իրականում գոյություն ուներ։ Մասնագետները համոզված են, որ այդ պատասխանն այդպես էլ չի տրվի...
