«Փաստ» օրաթերթը գրում է.

Պետական գանձարանում գտնվող թանկարժեք քարերի, ինչպես նաև թանկարժեք մետաղներից և թանկարժեք քարերից պատրաստված իրերի պետական պահուստներից 1996 թ–ից հետո կառավարության կողմից սահմանված կարգով ու չափով հրապարակային աճուրդների միջոցով իրացում չի իրականացվել, որի արդյունքում պետական գանձարանում կուտակվել են բավարար քանակությամբ թանկարժեք քարեր, ինչպես նաև թանկարժեք մետաղներից ու թանկարժեք քարերից պատրաստված իրեր:

Ու բանն այն է, որ պետական պահուստների թանկարժեք մետաղներից ու քարերից պատրաստված իրերը տարիների ընթացքում կորցնում են իրենց արդիականությունը և բնականաբար նաև արժեքը:

Այս մասին «Թանկարժեք մետաղների և թանկարժեք քարերի պետական գանձարան» գործակալության 2018–2021 թթ. թանկարժեք մետաղների և քարերի պետական պահուստների օտարման միջոցառումների ծրագիր անունը կրող նախագիծը օրերս ավելացվել է Իրավական ակտերի նախագծերի հրապարակման միասնական կայքում՝ Ֆինանսների նախարարության աշխատակազմի կողմից:

Այժմ առաջարկվում է վաճառել այդ թանկարժեք քարերն ու մետաղները՝ խուսափելու համար դրանց արժեքային կորստից և միաժամանակ պետական բյուջե մուտքագրելով մոտ 1,5 միլիարդ դրամ:

Նախագծում ասվում է, որ պետական գանձարանում գտնվող պետական ստանդարտին համապատասխան ձուլակտորներից, թանկարժեք մետաղներից և թանկարժեք քարերից պատրաստված պատմամշակութային և բարձր գեղարվեստական արժեք ունեցող իրերից բացի՝ մնացած արժեքների պահպանումը ոչ արդյունավետ և աննպատակահարմար է, քանի որ դրանք ժամանակի ընթացքում կորցնում են իրենց արժեքը: Ծրագրի իրականացման անհրաժեշտ գործողությունների կատարման արդյունքում պետական գանձարանը կտիրապետի 400 միլիոն դրամ արժողությամբ բարձր իրացվելիություն ունեցող և արժութային արժեք համարվող պետական ստանդարտին համապատասխան ձուլակտորների և պատմամշակութային բարձր գեղարվեստական արժեք ունեցող իրերի:

Բացի այդ Հայաստանի Հանրապետության պետական բյուջեի եկամտային մաս կմուտքագրվի շուրջ մեկ միլիարդ հինգ հարյուր միլիոն դրամ:

Ըստ նախագծի՝ կառավարումն արդյունավետ դարձնելու նպատակով հրապարակային աճուրդների միջոցով կկատարվի Պետական գանձարանի պահուստներում գտնվող ոչ բարձր իրացվելի արժեք ունեցող իրերի վաճառք:

Ծրագրի իրականացման արդյունքում Պետական գանձարանում կմնան բարձր իրացվելիություն ունեցող պետական ստանդարտին համապատասխան ձուլակտորներ, որոնք կայուն կլինեն իրենց արդիականությամբ և ժամանակով պայմանավորված արժեքային կորուստ տեղի չի ունենա:
