Համաձայնագիր, որը ոչինչ չի պարտադրում

Հայաստանի ԱԳՆ-ն հրապարակել է Հայաստանի և Ադրբեջանի միջև խաղաղության և միջպետական հարաբերությունների նախաստորագրված համաձայնագրի տեքստը։ Այն բաղկացած է 17 հոդվածից։ Խաղաղության պայմանագրի տեքստի համաձայնեցումից հինգ ամիս անց՝ Հայաստանն ու Ադրբեջանը օգոստոսի 8-ին Վաշինգտոնում միայն նախաստորագրեցին համաձայնագիրը, որի ամբողջական տեքստն այդ օրը չէր հրապարակվել։

Հրապարակված համաձայնագիրը, ըստ էության, ոչ մի բանի մասին է, 17 հոդված՝ գեղեցիկ ցանկություններ, որոնց ետևում Ադրբեջանի կողմից պարտավորություններ գրեթե չկան, իսկ անվտանգության երաշխիքներ Հայաստանն այդպես էլ չի ստանում։ Ավելին, հաստատվեց վաղուց շրջանառվող տեղեկությունը, թե Հայաստանը հետ է կանչելու բոլոր միջազգային գանգատները Ադրբեջանի դեմ։ 15-րդ հոդվածի համաձայն, համաձայնագիրն «ուժի մեջ մտնելուց հետո մեկ ամսվա ընթացքում Կողմերը հետ կկանչեն, կչեղարկեն կամ այլ կերպ կլուծեն որևէ իրավական հարթակում ներկայացված ցանկացած և բոլոր միջպետական հայցերը, գանգատները, բողոքները, առարկությունները, վարույթները և վեճերը, որոնք վերաբերում են մինչև սույն Համաձայնագրի ստորագրումը Կողմերի միջև առկա խնդիրներին, և չեն նախաձեռնի այդպիսի հայցեր, գանգատներ, բողոքներ, առարկություններ, վարույթներ և որևէ կերպ չեն ներգրավվի որևէ երրորդ կողմի կողմից մյուս Կողմի դեմ ներկայացվող գանգատներում, բողոքներում, առարկություններում, վարույթներում»։

Կողմերը խոսում են անհետ կորածների մասին, բայց ներկայումս Բաքվում պահվող, փաստացի 23 գերիների ազատման մասին ոչինչ չկա։ Որևէ բառ չկա էթնիկ զտման ենթարկված ու բռնի տեղահանված արցախցիների իրավունքների մասին, Ադրբեջանն էլ չի պարտավորվել Հայաստանից զավթած հատվածներից հետ քաշել զորքերը։ ՀՀ ԱԳՆ-ն այսօր նաև հաստատել է, որ շրջանառության մեջ են դրել Հայաստանի և Ադրբեջանի համատեղ դիմումը՝ ԵԱՀԿ Մինսկի խմբի լուծարման մասին։

Փաստացի, Ադրբեջանը ստացավ ամեն ինչ, Հայաստանը՝ միայն պոռոտախոս իշխանությունների հերթական էյֆորիկ վայնասուն, որն օգտագործվելու է միայն խորհրդարանական ընտրությունների համար։ Թե ինչ կլինի դրանից հետո, Փաշինյանին, թերևս, չի հետաքրքրում։
