Ինչու է Սամվել Կարապետյանի հանդեպ ճնշումը վտանգավոր Հայաստանի ներդրումային միջավայրի համար. Past.am

Հայաստանի տնտեսության առանցքային ենթակառուցվածքներից մեկը՝ «Հայաստանի էլեկտրական ցանցերը» (ՀԷՑ), մի փուլում դարձել է ոչ միայն տնտեսական բարեփոխումների խորհրդանիշ, այլև լավ կառավարման օրինակ։ Այսօր, սակայն, ՀԷՑ-ի սեփականատեր Սամվել Կարապետյանը և նրա թիմը բախվում են քաղաքական ճնշման և թաքուն օրակարգերի մի ամբողջ շղթայի, որը սպառնում է ոչ միայն արդարության և իրավունքի սկզբունքներին, այլև երկրի տնտեսական վարկանիշին ու ներդրումային վստահությանը։

 Վերլուծաբանների գնահատմամբ՝ ՀԷՑ-ը մինչև 2014 թվականը աշխատել է տարեկան շուրջ 10 միլիարդ դրամ վնասով։ Իսկ Սամվել Կարապետյանի՝ «Տաշիր» խմբի մուտքից հետո ընկերությունը ոչ միայն դուրս է եկել վնասներից, այլև ապահովել է տարեկան 20 միլիարդ դրամից ավելի շահույթ։ Եվ ամենաէականը՝ այդ գումարը չի դուրս բերվել երկրից, այլ ներդրվել է ՀԷՑ-ի ենթակառուցվածքների արդիականացման ու զարգացման մեջ։

ՀԷՑ-ը՝ որպես քաղաքական գործիք

Հանրային ֆինանսների կառավարման միջազգային խորհրդատու Վարդան Արամյանը 168TV-ի եթերում պարզ ասել է՝ ՀԷՑ-ի շուրջ ընթացող զարգացումները տնտեսական չեն, այլ քաղաքական ուղղորդում ունեն։ Սկզբում իշխանությունը շրջանառության մեջ դրեց «ազգայնացում» տերմինը, ապա՝ «բռնագրավում»։ Սակայն ըստ ՀՀ օրենսդրության և միջազգային պարտավորությունների՝ նման մեխանիզմներ կիրառելն անիրական է, եթե չկա պայմանագրային խախտում։

 «Եթե ուզում ես որևէ ներդրումային ընկերության սեփականությունը վերցնել, պետք է ապացուցես խախտում։ Իսկ ՀԷՑ-ի դեպքում չկա նման խախտում՝ ո՛չ կառուցման չկատարում, ո՛չ պայմանագրային ձախողում», – ընդգծում է Արամյանը։

 Միջազգային արբիտրաժի անտեսում՝ որպես ռիսկային նախադեպ

Արամյանը շեշտում է՝ երբ Կառավարությունը մերժում է կատարել միջազգային արբիտրաժի որոշումը, դա ուղիղ վնասում է Հայաստանի միջազգային վարկանիշին։ Նման դեպքերում պետությունը ընկալվում է որպես «ոչ պարկեշտ կողմ», ինչը վանում է օտարերկրյա ներդրողներին։ Արդյունքում՝ ներդրումային միջավայրը Հայաստանում տուժում է անդառնալիորեն։

«Ուզում եմ տեսնել այն քաջագործ օտարերկրյա ներդրողին, որը կհամարձակվի ներդրում անել Հայաստանում՝ տեսնելով Սամվել Կարապետյանի հանդեպ իրականացվող վերաբերմունքը», – ասում է Արամյանը։

 Ո՞վ է պատասխանատու

Եթե Հայաստանը չի կարողանում գնահատել սեփական արդյունավե՛տ, հաջողակ ներդրողներին, այլ ընդհակառակը՝ փորձում է ճնշում գործադրել նրանց վրա, ապա ինչպե՞ս և ո՞ւմ միջոցով պետք է ձևավորվի երկրի տնտեսական ապագան։

Սամվել Կարապետյանի ընտանիքն իր ձեռքով վերակառուցեց մի համակարգ, որը մինչև այդ տարիներ շարունակ աշխատել էր վնասով։ Փոխարենը՝ այսօր նրանք հայտնվել են ճնշման թիրախում։

Սամվել Կարապետյանի դեմ ընթացող գործընթացը միայն մեկ գործարարի խնդիր չէ։ Դա ահազանգ է բոլոր նրանց համար, ովքեր մտածում են՝ ներդրում կատարել Հայաստանում։ Դա ուղիղ հարված է ներդրումների վստահությանն ու Հայաստանի տնտեսական ապագային։

Երբ պետությունը պատժում է իր բարեխիղճ գործարարներին, կորցնում է ամենաթանկը՝ վստահություն և զարգանալու հնարավորություն։
