1984–ին Վլադիմիր Մովսիսյանին թուրքերն առևանգեցին սահմանին, արդյունքում նա 14000 հեկտար հող խլեց Ադրբեջանից. «Փաստ»

«Փաստ» օրաթերթը գրում է.

1984 թվականի հոկտեմբերի 24–ին Նոյեմբերյանի շրջանի Դովեղ գյուղի՝ Ադրբեջանի հետ սահմանագծին ազերիները մի քանի հարյուր հոգով առևանգեցին Մինիստրների խորհրդի նախագահի տեղակալ, Ագրոպրոմի նախագահ Վլադիմիր Մովսիսյանին և տարան ադրբեջանական Ղազախ քաղաք:

Մովսիսյանը Դովեղ էր եկել հայ–ադրբեջանական սահմանը ճշտելու նպատակով ստեղծված հանձնաժողովի հայ և ադրբեջանցի անդամների հետ:

Մինչ հանձնաժողովը կուսումնասիրեր հարցը, թուրքերն արդեն իրենց պատրաստությունը տեսել էին: Անտառում հավաքել էին հարյուրավոր մարդկանց, անգամ դպրոցականներ էին բերել: Տեսնելով հանձնաժողովականներին, հարայ–հրոցով, ոռնոցներով վրա են տալիս: Փայտերով, գյուղատնտեսական գործիքներով զինված ադրբեջանական խուժանը հարձակվում է նրանց վրա: Դաժան ծեծի են ենթարկում հայ պատվիրակներին:

Վլադիմիր Մովսիսյանին իրենց հետ Ադրբեջան են տանում. հարվածներից նա ուղեղի ցնցում էր ստացել: Այդ վիճակում նրան գցել էին բեռնատարի թափքը ու հետները տարել: Հողերից հրաժարվելու մասին տեքստը գրել ու դրել էին առաջը, ստիպելով, որ ստորագրի: Մովսիսյանը հրաժարվել էր: Կացինը պահել էին վզին ու պարտադրել: Բնականաբար ոչնչի չէին հասել. ադրբեջանական մահացու սպառնալիքի տակ նա մնացել էր անդրդվելի, ասելով, որ այս ամենի համար իրենք դեռ պատասխան կտան: ՊԱԿ–ի և ոստիկանական ուժերի համատեղ ջանքերով մի քանի ժամ անց Մովսիսյանը վերադարձավ: Այնուհետև նա մեկնեց Մոսկվա և նոր հանձնաժողով բերեց:

Վլադիմիր Մովսիսյանի շնորհիվ վերանայվեցին Հայաստան–Ադրբեջան ողջ սահմանները: Արդյունքում Հայաստանին վերադարձվեց 14 հազար հեկտար հող:
