«Հայոց Համազգային Միասնություն» կուսակցությունը, ի դեմս կուսակցության նախագահ Միհրան Պողոսյանի, խորապես գիտակցելով իր քաղաքական և բարոյական պատասխանատվությունը հայ ժողովրդի և Հայաստանի Հանրապետության ապագայի հանդեպ, ինչպես նաև սատար կանգնելով հայոց պետականության պահպանմանն ու զարգացմանը, հաշվի առնելով Հայ Առաքելական եկեղեցու նկատմամբ տեղի ունեցող ոտնձգությունները

ՀՐԱՊԱՐԱԿՈՒՄ Է՝

ՄԻԱՍՆՈՒԹՅԱՆ ՆԱԽԱԳԻԾ

Հայաստանի Հանրապետության հերթական կամ արտահերթ խորհրդարանական ընտրություններին մասնակցող ընդդիմադիր քաղաքական ուժերը համաձայնության են գալիս հետևյալ սկզբունքի շուրջ՝
• Եթե որևէ ընդդիմադիր կուսակցություն կամ դաշինք ընտրությունների արդյունքում հավաքում է 50 տոկոսից պակաս քվեներ, սակայն մյուս ընդդիմադիր քաղաքական ուժերից առավել, ապա մյուս ընդդիմադիր կուսակցությունները կամ կուսակցությունների դաշինքները պարտավորվում են ապահովել այդ ուժի (կուսակցության կամ կուսակցությունների դաշինքի) օգտին անհրաժեշտ քվեների համախմբում, որպեսզի կանխվի գործող իշխանության վերարտադրությունը և ապահովվի քաղաքական փոփոխություն։
• Եթե որևէ ընդդիմադիր քաղաքական ուժ կամ դաշինք հաղթահարում է 50 տոկոսի շեմը, ապա սույն հռչակագիրը դադարում է գործել, և քաղաքական միավորները գործում են ինքնուրույն հիմքով։

Սույն հռչակագիրը չի ենթադրում կոալիցիայի ձևավորում, այլ ուղղված է ընտրական փուլում ընդդիմադիր ուժերի քվեային համախմբմանը՝ ժողովրդավարական գործընթացների պաշտպանման և իշխանության փոփոխության նպատակով։
