Հայաստանը թույլտվություն չի տալիս Կապանում ռուսական հյուպատոսության համար

Հայաստանի գործող իշխանությունները այդպես էլ Ռուսաստանին թույլտվություն չեն տալիս Կապանում հյուպատոսություն բացելու։ Հյուպատոսության հարցը քննարկվել է նույնիսկ Սերգեյ Լավրովի այցի ընթացքում։ Արդեն  3 տարի՝ 2023 թվականի սեպտեմբերից, Կապանում աշխատում է հյուպատոսության բացման նախապատրաստական աշխատանքների համար պատասխանատու առաջատար խումբը, Հայաստանի իշխանություններն էլ դեռ մարտին էին հայտնել, որ հյուպատոսություն բացելու հարցը քննարկման փուլում է, Ռուսաստանից էլ ակնկալիք էին հայտնել, որ մինչև մայիս կոնկրետ պայմանավորվածություններ կլինեն։

Ըստ ամենայնի, որևէ կոնկրետ պայմանավորվածություն տեղի չի ունեցել, քանի որ Ռուսաստանի ԱԳՆ քարտուղար Մարիա Զախարովան հայտարարել է, թե ռուսական կողմին պետք չէ համոզել, որ Սյունիքի մարզում գլխավոր հյուպատոսության աշխատանքներն արագ սկսելու անհրաժեշտություն կա։ «Առայժմ Կապանում ռուսական գլխավոր հյուպատոսություն չկա, ինչո՞ւ... պաշտոնական պարզաբանումների համար պետք է դիմել հայկական կողմին»,- ասել է Զախարովան։

Ներկայումս Կապանում գործում է միայն Իրանի գլխավոր հյուպատոսությունը։ Ֆրանսիայի արտգործնախարար Ժան-Նոել Բարոն էլ տակավին 2 օր առաջ Երևանում հայտարարեց, որ Ֆրանսիան պատվո հյուպատոսություն կբացի Սյունիքի մարզի Գորիս քաղաքում՝ հաշվի առնելով ֆրանսիական կապերը Գորիսի հետ։ Ըստ ամենայնի, որևէ տարբերություն չկա՝ Գորիսում կլինի, թե Կապանում, կարևորը՝ կոնկրետ երկրի կոնկրետ ներկայությունն է Սյունիքի մարզում։ Ռուսաստանն արդեն տևական ժամանակ փորձում է հաստատվել, նույնիսկ համապատասխան շենք-շինություն են գտել, բայց Հայաստանի իշխանությունները փորձում են խուսանավել, հնարավորինս ձգձգել և, ի վերջո, մերժել ռուսական կողմին։
