ԱԺ-ն առաջին ընթերցմամբ ընդունեց ցեմենտի ներմուծման պետական տուրքի բարձրացման նախագիծը

Ազգային ժողովը մայիսի 27-ին նիստում առաջի ընթերցմամբ ընդունեց  «Պետական տուրքի մասին» օրենքում փոփոխություն կատարելու վերաբերյալ նախագիծը, որով առաջարկվում է զգալիորեն բարձրացնել ներմուծվող ցեմենտի համար պետական տուրքի չափը։ «Արմենպրես»-ի հաղորդմամբ՝ նախագիծը ստացավ 57 կողմ, 1 դեմ և 21 ձեռնպահ ձայն։ 

Հայաստանի Հանրապետությունում գործող ցեմենտ արտադրող ձեռնարկությունների մրցունակության պահպանման նպատակով կառավարությունն առաջարկում էր զգալիորեն բարձրացնել ցեմենտի ներմուծման պետական տուրքը։ 

Ազգային ժողովում քննարկման ներկայացված օրենսդրական փոփոխությամբ առաջարկվում էր ներկայումս գործող 200-ապատիկի փոխարեն սահմանել բազային պետական տուրքի 800-ապատիկի չափ՝ յուրաքանչյուր մինչև 100 տոննա ներմուծման լիցենզիայի տրամադրման համար։

Նախագիծը ներկայացրել էր ՀՀ էկոնոմիկայի նախարարի տեղակալ Էդգար Զաքարյանը՝ հիմնավորելով փոփոխությունը տնտեսական և արդյունաբերական հավասարակշռության ապահովման անհրաժեշտությամբ։

Նրա խոսքով՝ ցեմենտը հանդիսանում է ռազմավարական նշանակության ապրանք, որի արտադրության շարունակականությունն ու ներքին շուկայի պահանջարկի տեղական ապահովվածությունը կարևոր են ազգային տնտեսության համար։ Սակայն վերջին շրջանում ներմուծվող ցեմենտի գների կտրուկ նվազումը՝ պայմանավորված արտասահմանյան սուբսիդավորմամբ և էներգակիրների ցածր սակագներով, խաթարել է տեղական արտադրողների մրցունակությունը։ 2023 թվականին ներմուծվել է շուրջ 260 հազար տոննա ցեմենտ, ինչը նախորդ տարվա համեմատ աճել է 3,5 անգամ՝ կազմելով տեղական արտադրության մոտ 22.4 տոկոսը։ 2024 թվականին նույնպես արձանագրվել է շուրջ 65% ներմուծման աճ։

Զաքարյանը նշեց, որ տեղական արտադրության ինքնարժեքի գերակշիռ մասը ձևավորվում է էներգառեսուրսների ծախսերից, ինչի հետևանքով ներկրվող ցեմենտը վաճառվում է զգալիորեն ցածր գնով՝ մոտ 27,500 դրամ մեկ տոննայի դիմաց, մինչդեռ տեղական արտադրանքի միջին գինը հասնում է 35-37 հազար դրամի։

«Ստեղծվել է իրավիճակ, երբ ներմուծվող ցեմենտը ոչ միայն լրջորեն խաթարում է տեղական արտադրողների դիրքերը, այլև սպառնում է նրանց գոյությանը։ Նման պայմաններում նրանք կարող են կանգնել արտադրության դադարեցման, իսկ շուկան՝ ներմուծումից ամբողջական կախվածության առաջ, ինչը կվնասի մեր արդյունաբերական քաղաքականությանը և կբերի ցեմենտի գների անկանխատեսելի աճի»,- նշել էր փոխնախարարը։
