ՔՊ-ի կադրային խայտառակ քաղաքականությունը ծնում է կոռուպցիոն նոր սխեմաներ

Կառավարությունը ավելի քան մեկ միլիարդ դրամ է ծախսել 49 նոր ծառայողական ավտոմեքենա ձեռք բերելու համար։ Այս նպատակով պետական գույքի կառավարման կոմիտեին գումար հատկացնելու որոշումն ընդունվեց կառավարության նիստում։

Կառավարության ձեռք բերած 49 ծառայողական Volvo ավտոմեքենաներից մեկը կտրամադրվի Սահմանադրական դատարանին, իսկ երեքը կամրացվեն վարչապետի աշխատակազմին։

Հուլիսին կառավարությունը ավելի քան 1 միլիարդ դրամ ծախսեց 49 Volvo էլեկտրական մեքենաներ գնելու համար։ Մատակարարը «Ավանտգարդ» ընկերությունն էր։ Ընկերությունը պատկանում է Հայաստանում Mercedes-Benz-ի ներկայացուցիչ, գործարար Էդվարդ Ավետիսյանին։

Նշենք, որ Էդվարդ Ավետիսյանը Պետական գույքի կառավարման կոմիտեի նախագահ Առնակ Ավետիսյանի հորեղբայրն է։ Ակնհայտ է, որ բարեկամական կապերն օգտագործվել են ի շահ այդ ընկերության։ Փաշինյանի օրոք կոռուպցիոն նոր վերելք է ապրում, ինչի մասին քիչ է խոսվում, քանի որ գործող իշխանությունները ՀՀ քաղաքացիների ուշադրությունն անընդհատ շեղում են տարբեր կեղծ օրակարգերի վրա՝ նախկինների մասին լուրերի կամ այսպես կոչված խաղաղության օրակարգի։

Առնակ Ավետիսյանն ունի հետաքրքիր կենսագրություն՝ նա ունի դատվածություն, ինչը ՔՊ-ի կադրային աղետալի քաղաքականության հերթական օրինակն է։

Նա 2018-ից մինչև 2021 թ. մարտի 16-ն աշխատել է Կոտայքի մարզպետի տեղակալ: 

Պարզվում է, որ Առնակ Ավետիսյանին մեղադրանք է առաջադրվել այն բանի համար, որ նա 2010թ․ հունիսի 29-ին, իր քրոջ՝ ՀՀ ԿԱ ՊԵԿ քննչական վարչության 3-րդ բաժնի վարույթում քննվող քրեական գործով մեղադրյալ Վարդուհի Թամազյանի նկատմամբ որպես խափանման միջոց կալանավորումը կիրառելու միջնորդության քննարկումից հետո, Երևանի Կենտրոն դատարանի շենքի դիմաց ծառայողական պարտականություններ կատարող ՊԵԿ քննչական վարչության 3-րդ բաժնի պետ Վազգեն Շահնազարյանին ծեծի է ենթարկել և նրան պատճառել թեթև մարմնական վնասվածքներ։ Քրեական գործը մեղադրական եզրակացությամբ ուղարկվել է դատարան 2010թ․ օգոստոսի 13-ին։

Դատարանը, հիմք ընդունելով մեղադրանքի հիմքում դրված ապացույցները, գտել է, որ ամբաստանյալ Առնակ Ավետիսյանը կատարել է ՀՀ քրեական օրենսգրքի 316 հոդվածի 1-ին մասով նախատեսված արարք, որի համար պետք է ենթարկվի քրեական պատասխանատվության և պատժի:

Դատարանը հաշվի է առել այն, որ Առնակ Ավետիսյանը տվել է խոստովանական ցուցմունքներ, զղջում է կատարածի համար, նախկինում արատավորված չի եղել, դրական է բնութագրվում բնակության վայրից, երիտասարդ է, 3-րդ կուրսի ուսանող է, տուժողը չի առարկել, որպեսզի նրա նկատմամբ նշանակվի ազատազրկման հետ չկապված պատիժ:

Դատարանը վճռել է Առնակ Հարությունի Ավետիսյանին մեղավոր ճանաչել ՀՀ քրեական օրենսգրքի 316 հոդվածի 1-ին մասով և դատապարտել տուգանքի 500 հազար դրամի չափով:

ՔՊ-ի խայտառակ կադրային քաղաքականության արդյունքում ՀՀ պետական համակարգը կազմաքանդվում է, իսկ ընտանեկան, բարեկամական կապերն օգտագործվում են հարստանալու համար։ Նախկինների թալանի մասին հեքիաթներն արդեն չեն ազդում ՀՀ քաղաքացիների վրա, քանի որ նրանց փոխարինում են ՔՊ-ական կլանի կոռուպցիոն սխեմաները։
