Ինչ է սպասվում եթե Գյումրու քաղաքապետի թեկնածուներից որևէ մեկը չստանա 17 ձայն

Սահմանադրագետ Գոհար Մելոյանը ֆեյսբուքյան էջում գրել է, որ եթե Գյումրու թեկնածուներից որևէ մեկը չստանա 17 ձայն, նրանց միջև կանցկացվի քվեարկության 2-րդ փուլ: 

«Ըստ Գյումրու համայնքի ավագանու նախնական արդյունքների

Գյումրի համայնքի ավագանու առաջիկա նիստը կկայանա ապրիլի 16-ին

Գյումրի համայնքի ավագանին ունի 33 մանդատ:

Համայնքի ղեկավար է ընտրվում այն թեկնածուն, որն ստանում է ավագանու անդամների ընդհանուր թվի ձայների մեծամասնությունը՝ 17 ձայն։

Մանդատների նախնական բաշխվածությունը հետևյալն է.

1. Քաղաքացիական պայմանագիր-14 մանդատ.

2. Կոմունիստական կուսակցություն-8 մանդատ.

3. Մեր քաղաքը-6 մանդատ.

4. Իմ հզոր համայնք-3 մանդատ.

5. Մայր Հայաստան-2 մանդատ.

Եթե առաջադրված թեկնածուներից որևէ մեկը չի ստանում 17 ձայն, ապա առավելագույն ձայներ ստացած ԵՐԿՈՒ թեկնածուների միջև անցկացվում է քվեարկության ԵՐԿՐՈՐԴ ՓՈՒԼ։

Երկրորդ փուլում համայնքի ղեկավար է ընտրվում առավելագույն ձայներ ստացած թեկնածուն:

Առկա է ավագանու նիստի կայանալու հարց

Ավագանու նիստն իրավազոր է, եթե նիստին ներկա է ավագանու 17 անդամ։

Այսինքն՝ առանց ընդդիմության ավագանու նիստ չի կարող հրավիրվել։

Եվ, եթե, երկշաբաթյա ժամկետում նիստեր չկայանան ու համայնքի ղեկավար չընտրվի, տեղի են ունենալու նոր արտահերթ ընտրություններ։)։

Հետեւաբար, այն մտավախությունը, որ կկայանա 2-րդ փուլ, եւ «Քաղաքացիական պայմանագիրը» կուսակցությունը կընտրի իր թեկնածուին քիչ հավանական է»,- գրել է նա:
