Ինչ խոստումներ ու էական փոփոխություններ եղան 100 օրվա մեջ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Վարչապետի աշխատանքը գնահատում են պատգամավորները

ՀՀ վարչապետ Կարեն Կարապետյանի նշանակումից անցել է մոտ 100 օր: Գործադիր մարմնում նրա կողմից հայտարարված «ստառտը » խոստումնալից էր ու ակնկալիքներով լի, սակայն հետաքրքիր է, թե արդյոք ինչ արձագանքներ են հնչեցնում ու շոշափելի արդյունքներ են գրանցում օրենսդիր մարմնի ներկայացուցիչները Կ. Կարապետյանի աշխատանքի հետ կապված.
ՀՀԿ խմբակցության պատգամավոր, նույն խմբակցության քարտուղար Գագիկ Մելիքյանը կարծում է . «Նոր ձևավորված կառավարությունը տնտեսական օղակների կարգավորման պրոցեսում հստակ գործընթացներ է իրականացնում: Թե՛ ստվերի կրճատման, թե՛ մոնոպոլիաների դեմ պայքարի, թե՛ հարկային ու մաքսային քաղաքականության ու թե անարդյունավետ ծախսերի կրճատման բնագավառում հստակ ու լուրջ քայլեր են անում»: Պատգամավորն ընդգծում է, որ կատարվող աշխատանքների արդյունքները տեսանելի կլինեն ոչ անմիջապես: «2017 թվականին դրանք տեսանելի կլինեն փոքր չափով, իսկ արդեն 2018 թվականին՝ տնտեսական աճի բարձր մակարդակով»:
Պատգամավոր Թևան Պողոսյանն էլ կարծում է, որ հարյուր օրը բավարար չէ շոշափելի արդյունքներ արձանագրելու համար. «Հարյուր օրը բավարար ժամանակ է դնելու այն հիմքերը, որոնցից հույս կարթնանար, որ այն խոստումներն ու հույսերը, որոնք ի սկզբանե հանրության մոտ արթնացել էին կառավարության՝ ավելի շատ վարչապետի անձի հետ պայմանավորված, կիրականանան: Խոսքը համակարգային փոփոխությունների ու ընձեռվելիք հնարավորությունների մասին է, որոնք կլինեին պետական կառավարման համակարգում: Ցավոք սրտի, օրեցօր պակասում է հույսը, ու եթե այսպես գնա, ապա մենք կունենանք իրավիճակ, որտեղ հույսեր այլևս չեն լինի ու մարդիկ ավելի շատ կասեն, որ ամեն անգամ նույնն է կրկնվում»: Պատգամավորը նկատում է, որ ՀՀ–ում խնդիրը ոչ թե անձերի՝ այլ համակարգի մեջ է. «Ցավոք սրտի, ժամանակի դանդաղության իմաստով, ինձ թվում է, մենք այդպես էլ չտեսանք բուն համակարգային փոփոխություններ, սկզբնական փուլում ավելի շատ անձերի փոփոխություններ ու խոստումներ էին: Ժամանակի ընթացքում նոր շունչ տալու փոխարեն հին գործող համակարգն ուղղակի քիչ–քիչ սկսեց հաղթել իր պահպանողականությամբ ու կոնսերվատիվությամբ: Եթե հարցը գնահատում ենք արդյունքի իմաստով, ապա այսօր չկան արդյունքներ, որոնցից ելնելով կարող ենք ասել, որ որոշ հարցերում իսկապես ունենք համակարգային փոփոխություններ»,– ասաց պատգամավորը հավելելով, որ եթե հասկանում ես, որ երևույթների դեմ պետք է պայքարելով հաղթել, իսկ դա անհնարին է առանց մեղավորներին պատժելու, ապա այս պարագայում մենք տեսնում ենք, որ ՀՀ–ում անպատժելիության մթնոլորտը շարունակվում է եւ որևէ մեկը որևէ պատասխանատվություն չի կրում նախկինում կատարած սխալների ու չարաշահումների համար:
