Ստեղծված իրավիճակում մի՞թե նպատակահարմար չէ առնվազն երկու անգամ կրճատել պետական ապարատը․ «Նոր Պրոյեկտ.Տնտեսական Ալիք» նախաձեռնություն

Սիրելի՛ հայրենակիցներ,

Այս օրերին քննարկման առարկա է այն, որ 2018-ից ի վեր 203 000-ից ավելի աշխատատեղ է ձևավորվել։

Այո՛ պետք է ասել, որ ըստ էության եկամտահարկի վճարման դաշտում գտնվող աշխատատեղերը ավելացել են, սակայն այս հանգամանքը պետք է քննարկել և ուսումնասիրել, արդյո՞ք նոր ստեղծված աշխատատեղեր են, թե՞ ստվերից են դուրս բերվել։ Միգուցե մասամբ այսպես, մասամբ այնպես, բայց խնդիրն այն է, որ այս միտումները խորքային վերլուծության են ենթակա:

Վերջին տարիների ընթացքում մեր հանրապետությունում նոր ստեղծված կամ կրճատված աշխատատեղերի մասին վերջնական և մասնագիտական պատկերացում կազմելու համար, պետք է համակողմանի համադրել տնտեսպես ակտիվ բնակչության կազմում` ինչպես վարձու աշխատողների , այնպես էլ գործազուրկների թվաքանակը, որն ավելի է քան 200 հազարը, նաև գյուղատնտեսության ոլորտում աշխատող, բնականաբար եկամտահարկի դաշտում չֆիքսված աշխատողների, և ընդհանրապես, օրավարձով և այլ աշխատողների թվաքանակը, որոնք եկամտահարկի դաշտում չեն արձանագրվում: Եվ միայն սրանից հետո նոր կարող ենք եզրակացնել ընդհանրապես մեր աշխատաշուկայի այն պոտենցիալի և առհասարակ առկա իրավիճակի մասին, որը փորձում ենք գնահատել:

Հարկ ենք համարում ընդգծել, որ նոր տեղծվող աշխատատեղերը բնականաբար ձևավորվում են ելնելով տարբեր ոլորտներում ձեռնարկատիրական գործունեության կազմակերպման առանձնահատկություններից, ինչի վրա էլ էապես մեծ ազդեցություն ունեն պետական և տեղական ինքնակառավարման մարմինների կողմից մատուցվող ծառայությունների որակը։

Այս առումով պետք է հասկանալ, որ բիզնեսը չի սիրում դիմադիր կամ ընդդիմադիր հարաբերություններ, ավելին զգուշավոր դաշտում բիզնեսը լիարժեք չի կարող լինել։ Բիզնեսը սիրում է կայուն, հանգիստ վիճակ ինչն անհամատեղելի է դիմադիր-ընդդմադիր կեցվածքների հետ:

Ընդ որում բիզնեսի և առհասարակ բնակչության համար, թե՛ պետական կառավարման համակարգը և, թե՛ տեղական ինքնակառավարման մարմինները, պետք է մատուցեն պատշաճ ծառայություններ: Ի դեպ, եթե այդ ծառայությունների որակը այնպիսին չէ, ինչպիսին մենք ակնկալում ենք, ապա այդ նույն ծառայությունը կարելի է մատուցել ավելի քիչ ռեսուրսներով, ավելի քիչ ծախսերով։

Ամփոփելով, եթե պետական կառավարման համակարգի մենեջմենթի որակը միջին է կամ միջինից ցածր, ապա կարելի է այդ նույն ծառայությունը մատուցել ավելի քիչ ծախսերով` ըստ էության կարելի է պետական ապարատը կարելի է առնվազն երկու անգամ կրճատել։
