«Երկրորդ ընթերցման ժամանակ կառավարության կողմից եղել են մի քանի առաջարկներ, որոնք բովանդակային չեն, տեխնիկական որոշակի փոփոխություններ են»,-ԱԺ պետաիրավական հանձնաժողովի նիստի ժամանակ ասաց «Քաղաքացիական պայմանագիր» խմբակցության պատգամավոր Սիսակ Գաբրիելյանը՝  ներկայացնելով ՀՀ պետական օրհներգի փոփոխության նախագիծը։

«Առաջին, երկորդ ընթերցմանը մենք էլ ավելի ենք հստակեցրել օրհներգի կատարման կարգը և ձևեր: Մենք ունեինք մեկ հավելված օրենքում և ասում էր, որ հենց այդ հավելվածին համապատասխան պետք է լինի, բայց նույն օրենքը սահմանում էր, որ օրհներգը կարող է կամ երաժշտական կատարմամբ հնչել, կամ ակապելլա, կամ երկուսը միասին, և մենք այս բոլոր երեք դեպքերի համար առանձին հավելվածներ ենք նախատեսել: Միայն երաժշտության համար տվել ենք երկար տարբերակի  նոտաները, երգչախմբի դեպքում տվել ենք տեքստը և նաև այս նույն երեք տարբերակները կարճ տարբերակով ենք սահմանել:

Առաջին ընթերցման ժամանակ էլ ես ասացի, որ աշխարհի բոլոր օրհներգները տարբեր միջոցառումների ժամանակ, կախված միջոցառման տևողությունից, բնույթից կատարվում են կարճ տարբերակով և այստեղ էլ, իմ կարծիքով, անհրաժեշտություն կա միասնական ստանդարտ ունենալու, որպեսզի Հայաստանի օրհներգը տարբեր միջոցառումներում նույնը լինի։ Այսինքն, ունենք 6 հավելված՝ երկար տարբերակի երեք ձևերը, նույնը՝ կարճ տարբերակով։

Օրհներգի 6 տարբերակները հրապարակվելու են կառավարության կայքում, եթե դրանից շեղվեն, չեմ կարծում անարգանք կլինի, միգուցե որոշակի սանկցիայի կիրառման կարիք լինի թեկուզ Վարչական օրենսգրքով, սրա շեղումն ինչի է հանգեցնելու»,- մանրամասնեց Ս.Գաբրիելյանը։

Հիշեցնենք, որ ԱԺ նախագահ Ալեն Սիմոնյանը, «Քաղաքացիական պայմանագիր» խմբակցության պատգամավորնոր  Սիսակ Գաբրիելյանը և Թագուհի Ղազարյանն առաջարել են «Հայաստանի Հանրապետության օրհներգի մասին» օրենքում փոփոխություններ կատարել:
