Նվազագույնը մի քանի տարով պետք է կասեցվի համընդհանուր հայտարարագրման համակարգի ներդրումը. այս կառավարությունը ստում և մանիպուլացնում է. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Նիկոլ Փաշինյանի կառավարությունն, ըստ երևույթին, հիանալի հասկանում է, որ համընդհանուր հայտարարագրման համակարգը ամբողջովին ձախողել է: Ավելին, ակնհայտ է, որ մարդիկ տոտալ բոյկոտում են այս համակարգը, ինչի մասին է վկայում այս պահին հայտարարագիր լրացրած անձանց թիվը: Մեր տեղեկություններով, կառավարությունում, մեղմ ասած, անհանգստացած են հայտարարագրման տեմպերից. որքան էլ հընթացս որոշակի «պրոգրեսիայով» հայտարարագիր լրացնողների թիվը մեծանա, միևնույնն է, այս տարի հազիվ թե 20-30 տոկոսից ավելի լինի ընդհանուր թիվը:

Կառավարությունը փորձում է «արիշտա կախել» քաղաքացիների ականջից՝ այսպես կոչված «սոցիալական կրեդիտների վերադարձի» PR-ի միջոցով: Օրերս էլ մեծ պաթոսով հայտարարեցին, թե իբր «ընդլայնել» են դրա շրջանակը: Սակայն ակնհայտ է, որ մեր բնակչության մեծ մասի վրա այլևս չեն ազդում փաշինյանական «կտերը»: Նաև դրա վկայությունն է, որ մարդիկ նախընտրում են կանխիկ գործարքները, որոնց թիվն էապես մեծացել է: Խնդիրը որևէ բան թաքցնելը չէ, այլ այն, որ առօրյա, միմյանց միջև ընթացիկ փոխանցումները նախընտրում են կատարել կանխիկով՝ «շառիցփորձանքից» հեռու:

Առավել ևս, որ «Հայաստանը ես եմ» նախաձեռնության ղեկավար Նաիրի Սարգսյանը «Դեմ եմ հայտարարագրմանը» խորագրով ակցիաների շրջանակներում օրերս հանրամատչելի բացատրել էր, որ իշխանությունը մանիպուլացնում է՝ հայտարարելով, որ մինչև 300 հազար դրամ գործարքները հայտարարագրման ենթակա չեն: «Հայտարարագրած գումարը չի հարկվի ՄԻԱՅՆ այն դեպքում, եթե ունենաք նվիրատվության կամ փոխառնության պայմանագրեր։ Մյուս ԲՈԼՈՐ դեպքերում, եթե կա չհիմնավորված բանկային շարժ, այն լինի 20000, 150000, թե 500000 դրամ՝ ենթակա է հարկման»:

Նշենք, որ վերը նշված ակցիայի շրջանակներում արդեն մի քանի բավական մարդաշատ հանդիպում է եղել: Մեզ հետ զրույցում Սարգսյանը նշեց. «Հենց հասարակության լայն շերտերին հասանելի դարձրեցինք, որ Նիկոլ Փաշինյանն ամեն հարցում ստել է, և դուք իրականում խնդիրների առաջ եք կանգնելու, դրանից հետո կանցնենք պայքարի երկրորդ փուլին՝ հանրային ճնշման ներքո ստիպելու, որպեսզի նվազագույնը մի քանի տարով կասեցվի այս համակարգի ներդրումը, լայն քննարկումների արդյունքում նոր համակարգ մշակվի և ներդրվի: Հասնելու ենք մեր նպատակին, այս համակարգը պետք է կասեցվի, և այս տարի հասարակության անդամներն իրենց եկամուտները չպետք է հայտարարագրեն»:
