ԵՄ-ին անդամակցելու պես բախտորոշ քայլ անելուց առաջ ՀՀ իշխանությունները պատասխանատվություն են կրում բնակչությանը բոլոր հետևանքները բացատրելու համար. Զախարովա

 ԵԱՏՄ-ի և ԵՄ-ի շրջանակներում բոլոր նորմատիվ իրավական հիմքերն ու սակագնային համակարգերը, որոնց հիման վրա կառուցվում է փոխգործակցությունը, մեկը մյուսին բացառող բնույթ են կրում. այս մասին ճեպազրույցում ասել է ՌԴ ԱԳ պաշտոնական ներկայացուցիչ Մարիա Զախարովան՝  մեկնաբանելով ՀՀ ԱԺ նիստում առաջին ընթերցմամբ ԵՄ-ին անդամակացելու գործընթաց սկսելու մասին նախագծի ընդունումը:

Նրա խոսքով՝ այս խնդրի բարձրաձայնումից խուսափելու, այն լղոզելու, այս կարևոր հանգամանքը չնկատելու փորձերը պարզապես իրականության ժխտում են և հնարավոր է՝ ինչ-որ առումով այն մարդկանց ապակողմնորոշում, որոնց առաջարկվում է համապատասխան որոշում կայացնել:

«Իհարկե չենք ժխտում, որ դա Հայաստանի ինքնիշխան որոշումն է: Բայց հենց ՀՀ ներկայիս իշխանությունների և ոչ թե ՌԴ-ի, ԵՄ-ի վրա է իրենց ծրագրած քայլերի բոլոր հետևանքները բնակչությանը ներկայացնելու, բացատրելու պատասխանատվությունը: Սա պետք է հասկանալ: Առհասարակ, երբ երկրում ընդունվում են նման բախտորոշ որոշումներ անցկացվում են սոցհարցումներ, հանրաքվեներ, նախապատրաստական աշխատանքներ, որպեսզի բացատրվեն բոլոր նրբությունները: Այստեղ պետք է ազնիվ լինել: Բայց դրանով պետք է զբաղվեն նրանք, ովքեր երկրի ներսում նման կոչեր են անում, այլ ոչ թե դրսից ինչ որ մեկ՝ ՌԴ-ն կամ ԵՄ-ն», - ասել է նա:

Ըստ ՌԴ ԱԳ պաշտոնական ներկայացուցչի՝ պետք է նաև խոսել այս հարցում այլ պետությունների փորձի մասին, բերել կոնկրետ օրինակներ, թե ինչպես է դա տեղի ունեցել նորագույն պատմությունում:

Ազգային ժողովը փետրվարի 12-ի նիստին առաջին ընթերցմամբ ընդունել էր «Եվրոպական միությանը Հայաստանի Հանրապետության անդամակցելու գործընթացի մեկնարկի մասին» նախագիծը: Այն ԱԺ-ում ներկայացրել էր նախագծի նախաձեռնող խմբի անդամ Արտակ Զեյնալյանը: Նախաձեռնող խումբը 1 ամսում հավաքել էր ավելի քան 60 հազար քաղաքացու ստորագրություն, ըստ այդմ՝ Կառավարությունը հաստատել էր համապատասխան որոշման նախագիծը, որը քննարկման էր ներկայացվել ԱԺ-ում:

ԵՄ-ին անդամակցելու գործընթացի մեկնարկի օրինագիծն ընդունվել էր 64 կողմ, 7 դեմ ձայների հարաբերակցությամբ:

Օրենքի նախագծում նշվում է՝ ՀՀ-ն, արտահայտելով ժողովրդի կամքը, խնդիր դնելով Հայաստանը դարձնել անվտանգ, ապահով, զարգացած, բարեկեցիկ երկիր, հայտարարում է ԵՄ-ին ՀՀ-ի անդամակցելու գործընթացի մեկնարկը:

«Հայաստան» խմբակցությունը հայտարարել էր, որ չի մասնակցելու քվեարկությանը: «Քաղաքացիական պայմանագիր» խմբակցությունը հայտարարել էր, որ կողմ է քվեարկելու նախագծին, «Պատիվ ունեմ» խմբակցությունը հայտարարել էր, որ դեմ է քվեարկելու:
