Մարդու իրավունքների զանգվածային ոտնահարման լուրջ ռիսկեր են ստեղծվում. Մենուա Սողոմոնյան

Մենուա Սողոմոնյանը ֆեյսբուքյան իր էջում գրել է. 

2025թ․ հունվարի 1-ից Ժողովրդավարության բաստիոն հռչակված երկրում մարդու իրավունքների պաշտպանությունը դարձել է «թանկ հաճույք», «էլիտար զբաղմունք»։ Ավելին՝ մարդու իրավունքների զանգվածային ոտնահարման լուրջ ռիսկեր են ստեղծվում։

«ՀՀ հարկային օրենսգրքում փոփոխություններ կատարելու մասին» օրենքով, որ ուժի մեջ է մտել հունվարի 1-ից, փաստաբանական ծառայություններ մատուցող միավորները, որոնք աշխատում էին շրջանառության հարկի ռեժիմով, այսուհետ պետք է պարտադիր վճարեն ավելացված արժեքի հարկ և շահութահարկ։ Փաստաբանական գրասենյակները այլևս չեն կարող մարդկանց անվճար ծառայություններ մատուցել։ Փաստաբանները այսուհետ 6-8 անգամ ավելի շատ հարկ են վճարելու (5 տոկոս շրջհարկի փոխարեն 20 տոկոս ԱԱՀ, գումարած 18-23 տոկոս շահութահարկ)։

Լիարժեք աջակցությունս եմ հայտնում ՀՀ փաստաբանների պալատի ընդհանուր ժողովի՝ փետրվարի 10-ի ընդունած դատապարտող հայտարարությանը (հղումը դնում եմ մեկնաբանության մեջ)։

Հակասահմանադրական այս օրենքով արագացվում է Հայաստանի անցումը բռնատիրական համակարգի։ Այս օրենքի հետևանքով էապես նվազելու է իրենց իրավունքների պաշտպանության համար փաստաբանական ծառայություն ստացող մարդկանց թիվը։ Փաստաբանական ծառայությունից օգտվելը դառնում է քչերին հասանելի։ Բնականաբար նվազելու է նաև փաստաբանների թիվը։

Գործող վարչախումբն այս ամենն անում է ահագնացող սոցիալական դժվարությունների ֆոնին սոցիալապես անապահով խավին վախեցնելու, մարդկանց բերանը փակ պահելու համար։ Այսպես լռեցվում է մարդկանց բողոքը, խեղդվում է մարդկանց կողմից քաղաքացիական, առավել ևս քաղաքական իրավունքները բարձրաձայնելու հնարավորությունը։

Երբ ընտանեկան փոդքաստում ժողովրդին մոլորեցնում են՝ ասելով, թե ձվածեղ պատրաստողը կամ հեծանիվ վարողը ինչպե՞ս կարող է բռնապետ լինել, պատասխանը հետևյալն է․ հենց այսպես։
