Կառավարությունը կվերանայի ՊՊԾ ծառայողների ատեստավորման կարգը

Կառավարությունը նախատեսում է վերանայել ՀՀ պետական պահպանության ծառայության ծառայողների ատեստավորման կարգը՝ այն համապատասխանեցնելով «Հատուկ պետական պաշտպանության ենթակա անձանց անվտանգության ապահովման մասին» օրենքի դրույթներին։ «Արմենպրես»-ի հաղորդմամբ՝ նախագիծը հրապապարակվել է e-draft հարթակում

Նախագծով նախատեսվում է վերանայել թեստային առաջադրանքների հարցերի քանակը՝ ավելացնելով դրանք 20-ից մինչև 30 հարց։ Գնահատման չափորոշիչները կդառնան առավել հստակ, և ըստ ճիշտ պատասխանների քանակի կսահմանվեն նոր գնահատականներ՝ «անբավարար» մինչև «գերազանց»։

Ատեստավորման գործընթացում կհստակեցվեն նոր պաշտոնների համար ատեստավորման ժամկետները։ Մասնավորապես, առաջխաղացման կարգով բարձր պաշտոնի նշանակված ծառայողները ատեստավորման համար կարող են դիմել պաշտոնի ստանձնելուց երեք ամիս հետո, իսկ վերապատրաստման դասընթացներ անցած ծառայողները՝ դասընթացն ավարտելուց երկու ամիս հետո։

Նախագիծը ներառում է նաև հավելավճարների վճարման հետ կապված մի շարք փոփոխություններ։ Հավելավճարների վճարումը դադարեցվելու է միայն այն դեպքերում, երբ ատեստավորման արդյունքները կվկայեն, որ ծառայողը չի բավարարում մասնագիտական պահանջները։ Բացի այդ, նախկինում գործող կարգը, որով հավելավճարները դադարեցվում էին երեխայի խնամքի արձակուրդի կամ կադրերի տրամադրության տակ լինելու դեպքում, վերանայվել է։ Այժմ այդ դեպքերում վճարումները կկասեցվեն, բայց չեն դադարեցվի։

Նախագծի ընդունումը հնարավորություն կտա բարելավել պետական պահպանության ծառայության ատեստավորման գործընթացը՝ այն համապատասխանեցնելով օրենսդրական նոր պահանջներին։ Սա կնպաստի նաև ծառայողների մասնագիտական պատրաստվածության բարձրացմանն ու ատեստավորման համակարգի արդարացիության ապահովմանը։
