Ռուբեն Մեհրաբյան. «Իշխանությունը ցանկանում է թուլացնել հասարակության ազդեցությունը». «Փաստ»

«Փաստ» օրաթերթը գրում է.

ԱԺ–ում բավականին աղմկոտ և բուռն կերպով քննարկում են Երևան քաղաքում ՏԻՄ օրենքի փոփոխություններ և լրացում կատարելու մասին օրենքի նախագիծը:

Նախագծով առաջարկվում է փոխել գործող օրենքը, ըստ որի՝ Երևանի ավագանու խմբակցությունը կամ քաղաքապետը կարող են հանդես գալ հանրաքվեի առաջարկությամբ:

Առաջարկվող փոփոխությամբ այդ իրավունքը վերապահվում է միայն քաղաքապետին կամ ավագանու ընդհանուր թվի 1/3–ին: Այդպիսով, ավագանու առանձին խմբակցությունները զրկվում են այդ իրավունքից:

«Քաղաքական և միջազգային հետազոտությունների կենտրոնի» փորձագետ Ռուբեն Մեհրաբյանը նման օրենքի ընդունումը հասարակության կողմից վերահսկողության թուլացմանն ուղղված քայլ է համարում, որը գործող իշխանությունները միտումնավոր են կատարում:

«Իշխանությունը ցանկանում է թուլացնել հասարակության ազդեցությունը քաղաքական կամ տեղական ինքնակառավարման մարմինների որոշումների վրա: Հաշվի առնելով, որ իշխանամետ կուսակցությունները մեծամասնություն են ավագանիներում, նրանք ամեն ինչ անում են, որ իրենց համար կոմֆորտային պայմաններ լինեն և ցանկանում են իրենց կոմֆորտը սահմանափակող կետերը դուրս թողնել՝ օրենսդրական փոփոխություններ կատարելու ճանապարհով»,– «Փաստ» օրաթերթի հետ զրույցում նման տեսակետ հայտնեց փորձագետը:

«Երևանի ՏԻՄ մասին» օրենքում փոփոխություններ կատարելու մասին նախագիծն, ըստ Մեհրաբյանի, խոչընդոտ է նաև ժողովրդավարության կայացման ճանապարհին: Ռուբեն Մեհրաբյանը չի զարմանում, որ գործող իշխանությունը ցանկանում է օրենքներն իրեն հարմարեցնել: Նրա կարծիքով՝ այս ամենը նաև կարող է տենդենցի վերածվել:

«Եվրասիական միություն կոչվող այդ ախոռի մեջ դա ընդունված ավանդույթ է՝ սահմանափակել հասարակության հնարավորությունները, փակել քաղաքացիների բերանը: Այս ամենը տանում է իշխանության անվերահսկելիության, այսինքն՝ գործադիր իշխանությունը փորձում է իր համար առավելագույնս շահեկան դիրքեր զբաղեցնել և օգտագործում է օրենսդրական մեխանիզմը»,– ընդգծեց նա:

«Քաղաքական և միջազգային հետազոտությունների կենտրոնի» փորձագետի կանխատեսմամբ՝ նոր օրենքը միայն բացասաբար է ազդելու մայրաքաղաքի կյանքի վրա, և ընդդիմությունը պետք է ավելի մեծացնի ճնշումն իշխանության վրա՝ թույլ չտալով նմանատիպ օրենքների ընդունումը:
