Կառավարության նիստի ընթացքում վարչապետի կողմից անընդունելի բառամթերքով անդրադարձ է եղել աղքատության հատակում գտնվող քաղաքացիներին․ Հրայր Կամենդատյան

Կառավարության նիստի ընթացքում վարչապետի կողմից անընդունելի բառամթերքով անդրադարձ է եղել աղքատության հատակում գտնվող քաղաքացիներին ։ Գիտակից,մտածող մարդու համար անհարիր բացականչություններով մեղադրանքներ են հնչեցվել , որոնց առանցքը եղել է աղքատ մարդկանց նկատմամբ քամահրական վերաբերմունքը, հոռի ծաղրական ժեստիկուլյացիան, ծղրտալի վերամբարձ տոնը։
 
Այդպիսի ելույթ աշխարհի ոչ մի կառավարության ղեկավարի կողմից երբեք չի հնչեցվել, որովհետև բոլորը ամենուր գիտակցում են մարդու սոցիալական իրավունքները եվ որոնց պահպանման բազմաթիվ միջազգային իրավական կարգավորումներ կան։
 
Մարդու սոցիալական իրավունքները ամրագրված են միջազգային մի շարք փաստաթղթերով, մասնավորապես ,,Տնտեսական, սոցիալական և մշակութային իրավունքների,, միջազգային դաշնագիրը, որը ՄԱԿ-ի գլխավոր ասամբելիայի կողմից ընդունվել է 1966 թվականի դեկտեմբերի 16-ին և ուժի մեջ մտել 1976 թվականի հունվարի 3-ին։ Դաշնագրին մասնակցող պետությունները ճանաչում են սոցիալական ապահովության, այդ թվում նաև ապահովագրության յուրաքանչյուր մարդու իրավունքը։
 
Տեղին կլիներ հիշեցնել կառավարության նիստին նստած բոլոր պաշտոնյաներին, որ Հայաստանի հանրապետությունր սոցիալական պետություն է , որի հիմնական նպատակներն են' հաստատել սոցիալական արդարությունը քաղաքացիների միջև և ապահովել սոցիալական պաշտպանվածությունը։ Այն նաև անվանում են պետական բարօրություն։
 
Սոցիալական պետության հատկանիշներն են՝
 
1. Պետության բարձր տնտեսական զարգացվածությունը, որն հնարավորություն է տալիս վերաբաշխելու բնակչության եկամուտները, առանց վնասելու խոշոր սեփականատերերին
 
2. Տնտեսության սոցիալապես ուղղվածության կառուցվածքը
 
3. Քաղաքացիական հասարակության ձևավորումը
 
4. Տարբեր սոցիալական ծրագրերի մշակումը պետության կողմից
 
5. Սոցիալական պատասխանատվությունը քաղաքացիների առջև
 
Կարծում եմ ՀՀ աղքատ քաղաքացիներին ,,դիվան քշող ,, անվանող առաջին պաշտոնյան պետք առնվազն ներողություն խնդրի երկրային կյանքը կարիքի մեջ անց կացնող մեր բազմաչարչար քաղաքացիներից նման ելույթի համար։
 
Հիշեցնենք, որ ՀՀ 700 000 աղքատների 23.5% ընդհանուր թվաքանակի մեջ 1%-ը ծայրահեղ աղքատ է, 9.6%-ը՝ չափավոր աղքատ, իսկ մնացած 12.9%-ը՝ ուղղակի աղքատ է: Աղքատ են համարվում նրանք, որոնց սպառումը մեկ չափահաս անձի հաշվով ցածր է աղքատության վերին գծից` մոտ 42 հազար դրամից: Չափավոր աղքատ են նրանք, որոնց սպառումը մեկ չափահաս անձի հաշվով ցածր է եղել աղքատության ստորին գծից՝ մոտ 35 հազար դրամից: Իսկ ծայրահեղ աղքատ կամ թերսնված գնահատվել է այն մարդկանց վիճակը, ում սպառումը մեկ չափահաս անձի հաշվով ցածր է եղել աղքատության պարենային գծից՝ մոտ 25 հազար դրամից:
