Նախընտրական մանրակերտ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հայաստանյան քաղաքական դաշտը շարունակում է ավելի խայտաբղետ դառնալ այն պայմաններում, երբ թվում էր, թե քաղաքական գործընթացները բերելու են այս դաշտի առավել հստակեցմանը։ Ըստ էության, պետք է փաստել, որ քաղաքական ասպարեզում 2016 թվականն ավարտվում է բավական խառնաշփոթ վիճակում։ Սա անշուշտ հետևանք է նաև իշխանության բռնած քաղաքական գծի, որի արդյունքում ներկայում մենք տեսնում ենք բազմաբևեռ քաղաքական դաշտի ձևավորում։ Ի տարբերություն 2013–14 թվականների, երբ իշխանության անմիջական ջանքերի շնորհիվ հայաստանյան քաղաքական դաշտը գրեթե ամայացել էր, ներկայում նկատվում է լիովին հակառակ տենդենցը՝ իշխանությունը պարզապես թույլ է տալիս այս դաշտի, այսպես ասած, ազատականացումը։ Իհարկե, այդ ազատականացումը բավական հարաբերական է, քանի որ ձևավորվող տարբեր քաղաքական կուսակցություններն ու առավելապես կուսակցական միավորումները հիմնականում բեկելու են ընդդիմադիր կամ ոչ իշխանական բևեռը։
Գրեթե բոլոր կուսակցությունները ընդունել են այն խաղի կանոնները, որոնք թելադրում է իշխանությունը և պատրաստ են պայքարել միայն Ազգային ժողովում ներկայացված լինելու համար՝ առանց մեծ և ըստ էության անիրատեսական հավակնությունների։ Այս առումով պետք է նշել, որ մեծ հաշվով, չնայած դեռևս քաղաքական դաշտի ներկայի բավական խառնիճաղանջ պատկերին, այս ասպարեզում այլևս մեծ սենսացիաներ չեն սպասվում։ Վերջիններիս թվին էր պատկանում Լևոն Տեր–Պետրոսյանի ակտիվացումը, որը նշանակում է, որ ՀԱԿ–ը փորձելու է դառնալ ընդդիմադիր դաշտի առանցքային ուժը։ Ինչքանով սա կստացվի, դժվար է ասել, քանի որ նման հավակնություն է ներկայացնում նաև արդեն ձևավորված «Լուսավոր Հայաստան», «Քաղաքացիական պայմանագիր» և «Հանրապետություն» եռյակը։ Այս տեսանկյունից պետք է նշել, որ քաղաքական դաշտում միակ խոշոր իրադարձությունը, որը կարող ենք սպասել՝ Օսկանյան, Օհանյան և մի շարք այլ նախկին պաշտոնյաների համախմբումն է մեկ քաղաքական միավորման կամ դաշինքի մեջ։ Չմոռանանք նաև, որ եթե Գագիկ Ծառուկյանը վերադառնա քաղաքականություն, ապա այս բոլոր «դասավորությունները» կխառնվեն իրար: Ըստ էության, պետք է նշել, որ այս զարգացումից զատ մյուս գործընթացները տեղային ու տեխնիկական նշանակություն են ունենալու։
Մյուս կողմից պետք է նշել, որ ոչ իշխանական բևեռի նման բեկվածությունը բնականաբար լիովին հեշտացնում է իշխանության կամ իշխանության կուսակցության գործը։ Այս տեսանկյունից պետք է նշել, որ անցած ՏԻՄ ընտրությունները ցույց տվեցին մեկ կարևոր առանձնահատկություն՝ համաձայն որի իշխանությունը փորձում է հրաժարվել ուղղակիորեն իր ձեռքում եղած ադմինիստրատիվ և այլ ռեսուրսների կիրառումից՝ պայքարը տեղափոխելով ավելի շատ քարոզչական դաշտ։ Այլ հարց է, որ այս դաշտում իշխանությունը օգտագործում է տարբեր, երբեմն ոչ մաքուր մեթոդներ, սակայն անգամ այդ պայմաններում նման մոտեցումը կարող ենք գնահատել դրական, քանի որ անկախ ամեն ինչից, տեղի է ունենում գործընթացների քաղաքականացում։ Սա շատ կարևոր նախապայման է երկրում քաղաքական մշակույթի ձևավորման տեսանկյունից և այս առումով դրական է նաև ոչ իշխանական բևեռ բազմերանգությունը՝ որտեղ առկա է արմատական ընդդիմադիրի դիրքերից հանդես եկող կուսակցություններից մինչև չափավոր և կոնստրուկտիվ քաղաքական ուժերի ամբողջ սպեկտրը։
Թերևս հենց այս դասավորվածությամբ էլ կընթանան նախընտրական գործընթացները 2017 թվականին և այս առումով այլևս մեծ փոփոխություններ չեն գրանցվի։
