Վարկով հեծանիվի ձեռքբերումը կխրախուսվի և կսուբսիդավորվի պետության կողմից. նախագիծ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

ԿԳՄՍ նախարարությունը հանրային քննարկման է ներկայացրել «Հանրության շրջանում առողջ ապրելակերպի խրախուսման և երթևեկության այլընտրանքային ձևերի խթանման միջոցառումը հաստատելու մասին» որոշման նախագիծը: Նպատակը հանրության շրջանում առողջ ապրելակերպն ու ֆիզիկական առողջ ակտիվությունը խթանելն է, մյուս կողմից՝ հանրային երթևեկության էկոլոգիապես անվտանգ այլընտրանքային ձևերը խթանելը:

Նախագծի հեղինակները նշում են, որ Հայաստանը բնակչության կանոնավոր ֆիզիկական ակտիվության առումով հետ է մնում զարգացող երկրներից, որտեղ ֆիզիկական կուլտուրայով զբաղվում է բնակչության ավելի քան 40-50 տոկոսը: Կառավարությունը առաջնահերթ է դիտում հանրության շրջանում առողջ ապրելակերպի և ֆիզիկական ակտիվության խթանումը։ Այդ իսկ պատճառով սպորտի ոլորտին արվող պետական հատկացումները 2018 թ.-ի համեմատ 2023 թ.-ին աճել են շուրջ հինգ անգամ, ընդ որում՝ դրա շրջանակներում մասսայական սպորտին ուղղվող հատկացումներն աճել են շուրջ 10 անգամ հենց այս թիրախն ունենալով։ Նախարարությունը նշում է, որ 2021 թ.-ից ներդրվել են մասսայական սպորտի նոր միջոցառումներ, մասնավորապես՝ ՀՀ վարչապետի գավաթի հինգ մրցաշարերը: Դպրոցական հեծանվավազքի կազմակերպման և դպրոցականների շրջանում հեծանիվ վարելը խթանելու նպատակով 2024 թ.-ին ավելի քան 6500 հեծանիվ է գնվել և տրամադրվել բոլոր դպրոցներին, կազմակերպվում են նաև համապատասխան մասնագետների վերապատրաստումներ՝ հեծանիվների ճիշտ շահագործման և գրագետ կիրառության համար։ Այս քաղաքականության շարունակությունն է ֆիզիկական առողջ ակտիվության խրախուսման շրջանակներում ներառել նաև բարձրագույն և մասնագիտական կրթության և ուսուցման (ՄԿՈՒ) հաստատությունների սովորողներին և աշխատակիցներին: Այս նախագծի նպատակն է ստեղծել աջակցության մեխանիզմ՝ խրախուսելու ՄԿՈՒ և բարձրագույն ուսումնական հաստատությունների այն սովորողներին և աշխատակիցներին, որոնք դիտարկում են հեծանիվը իբրև փոխադրամիջոց, նախասիրություն, ստանալ հնարավորություն մատչելի տարբերակով ձեռք բերել հեծանիվ՝ անհրաժեշտ պարագաներով, և այն գործածել առօրյայում։

Ըստ նախարարության, այս քաղաքականությունը կխրախուսի նաև համապատասխան տնտեսվարողներին՝ ձևավորելով վերջիններիս գործունեության համար ավելի նպաստավոր պայմաններ։ Առաջարկվում է մինչև 300 հազար դրամ տրամադրվող վարկով ձեռք բերել սիրողական դասի հեծանիվ: Վարկի մարման ժամկետն է մինչև 120 ամիս, սուբսիդավորման ժամկետը՝ մինչև 36 ամիս: Շուկայի վերլուծությունները և հեծանվի վաճառքով զբաղվող ընկերությունների հետ հանդիպումները ցույց են տվել, որ նախագծով առաջարկվող գինը բավարար է տարբեր դասի որակյալ հեծանիվներ ձեռք բերելու համար։
