Դժգոհություն. սահմանամերձ համայնքներին տրված արտոնությունն աննպատակ է. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Պետության կողմից սահմանամերձ համայնքներին տրված արտոնություններն աննպատակ են՝ պնդում են գյուղացիները:

Պետությունը սահմանամերձ գյուղերի բնակիչների սոցիալական բեռը թեթևացնելու նպատակով հողի, ջրի և գազի հարկերը զեղչում է: Բնակիչները, սակայն, դժգոհում են, որ այդ արտոնություններն իրենց խնդիրները չեն լուծում:

Տավուշի մարզի Նոյեմբերյանի տարածաշրջանի սահմանամերձ Բարեկամավան, Կոթի, Ոսկեպար, Ոսկեվան, Բաղանիս համայնքները գազաֆիկացում ունեն: Տեղի բնակիչները դեռևս չեն օգտվում երկնագույն վառելիքից: Գյուղացիները գումար չունեն, որ իրենց տները գազատար խողովակ անցկացնելու աշխատանքների համար գազի ծառայության աշխատակիցներին վճարեն:

«Գազ չունենք մեր տներում, ի՞նչ արտոնություն, 7 գյուղում գազի խողովակները քաշած են, բայց գազ մեջը չկա: Ասում եմ՝ իմ ուժերով խողովակը բերեմ քաշեմ, մեր տանը խողովակ կա սովետից մնացած, ասում են՝ չէ, նոր խողովակ է պետք: Նպաստով ապրող մարդը ո՞նց կարա խողովակին փող տա: Արդեն քանի տարի է, գազը բերել սաղին ցույց են տալիս, որ տեսեք՝ Ոսկեպարը գազ ունի, բայց մենք գազը չգիտենք ինչ բան է»,– «Փաստ» օրաթերթի հետ զրույցում ասաց Ոսկեպարի բնակիչ Սոկրատ Պապյանը:

Այսօր սահմանամերձ համայնքների բնակիչների պահանջը պետությունից մեկն է՝ նրանք աշխատատեղեր են պահանջում: Ոսկեպարցիների խոսքով՝ միայն համայնքում աշխատատեղեր բացելու ժամանակ գյուղացին կարող է իր հողին կառչած ապրել:

«Գնում են Ռուսաստան մի երկու կոպեկ աշխատում ու գալիս: Եթե մեզ մոտ էլ մի ձեռնարկություն բացեն, մենք մեր փողը կստանանք, ու մեր ջրի ծախսն էլ մենք կվճարենք»,– նշեցին ոսկեպարցիները:

Համագյուղացու խոսակցությանը միջամտում է Սպարտակ Կոստանդյանը: Նա էլ իր դարդն ունի. հողերը Ադրբեջանական սահմանին են մնացել:

«Հողերը չենք մշակում, հողի հարկն էլ մեզ պետք չէ: Ստից ձև է, թե մենք սահմանամերձ գյուղերի բնակիչներին օգնում ենք: Դա աչքակապոցի է, ուրիշ ոչ մի բան, որ իրենց ծրագրերում գրեն, թե օգնում են մեզ»,– զայրացավ մեր զրուցակիցը:

Չնայած սահմանված արտոնություններին, սահմանապահ համայնքների բնակիչները շարունակում են ապրել իրենց հոգսերով՝ սպասելով Ռուսաստանի Դաշնությունում ապրող ու աշխատող բարեկամների ֆինանսական օգնությանը:
