Սեփական սխալներն ուրիշների վրա բարդելու հերթական «շուստրիություն». «Փաստ»

«Փաստ» օրաթերթը գրում է.

Կադրային վերջին փոփոխությունները բազմաթիվ քննարկումների տեղիք տվեց, ինչն, ի դեպ, հենց Նիկոլ Փաշինյանի «փափագն» է. նա ցանկանում է միշտ լինել քննարկումների առաջին պլանում՝ դրական թե բացասական: Նրա այս քայլերի համար նշվում են տարաբնույթ պատճառներ: Դրանցից մեկն այն է, որ այդ փոփոխությունները նպատակ ունեն ոչ թե բարելավել կառավարության աշխատանքն ու բարձրացնել արդյունավետությունը, այլ հանրության դժգոհությունն անձամբ Փաշինյանից ուղղել դեպի քպական թիմ, այսինքն՝ «ցարը լավն է, բոյարներն են վատը»:
 
Ի դեպ, սա Նիկոլ Փաշինյանի համար նորություն չէ: Նա պարբերաբար դիմում է այս «գործիքին»: «Փաշինյանը գիտակցում է, որ ունի ցածր վարկանիշ ՀՀ քաղաքացիների շրջանում. արտաքին և ներքին քաղաքական բոլոր ոլորտները տապալված են։ Հարկերն ու տուրքերը բարձրանում են, տնտեսությունն աստիճանաբար գնում է դեպի վերջնական կոլապս։ Հանրությունը դժգոհ է ինչպես սոցիալ-տնտեսական աղետալի վիճակից, որի պատասխանատուն Փաշինյանն է, այնպես էլ արտաքին քաղաքականությունից։ Փաշինյանը կյանքի է կոչում թուրք-ադրբեջանական օրակարգ՝ Արցախը հանձնված է, բանակը կրճատվում ու թուլացվում է, Բաքվի պահանջները հերթով կատարվում են, հաջորդն, այսպես կոչված, «Զանգեզուրի միջանցքի» զիջումն է Բաքվին և Անկարային»,-անդրադառնալով այդ թեմային՝ գրում է «Հանրապետության հրապարակ» տելեգրամյան ալիքն ու հավելում, որ, դրան զուգահեռ, ՀՀ քաղաքացիների մեծամասնությունը դժգոհ է Փաշինյանի քաղաքականությունից ՌԴ-ի նկատմամբ. «Հեծանիվի սիրահար վարչապետը կազմաքանդում է հայ-ռուսական հարաբերությունները՝ Արևմուտքի պատվերն իրականացնելով»։
 
Եվ, ըստ հեղինակների, այս ամբողջ ներքաղաքական և արտաքին քաղաքական աղետի ֆոնին Փաշինյանը ցանկանում է ողջ պատասխանատվությունը տապալված ոլորտների համար ուղղել թիմի ուղղությամբ. «Փաշինյանն իբր դժգոհ է թիմից, իրականում պաշտոնից հեռացվածներն արդեն իսկ ստացել են նոր պաշտոններ կամ ստանալու են նոր պաշտոններ։ Փաշինյանը նոր կադրեր է բերել, սակայն այդ կադրերն իրենց պրոֆեսիոնալ մակարդակով և ունակություններով ոչնչով չեն տարբերվում հեռացված կադրերից։ ՀՀ բյուջեն դատարկ է, և ինչքան էլ Փաշինյանը մի նախարարին կամ պաշտոնյային փոխարինի մյուսով, խնդիրները չեն լուծվելու, քանի որ արտաքին պարտքը 13 միլիարդի շեմին է մոտեցել, իսկ դատարկ բյուջեով անգամ վունդերկինդը ոչինչ չի կարող անել ոլորտն ոտքի հանելու համար»:
 
Շատերն են կարծում, որ Փաշինյանի կադրային քաղաքականությունը սեփական սխալներն ուրիշների վրա բարդելու ծրագիր է, կամ, ինչպես նշում են շատ օգտատերեր, «շուստրիություն»։ Այս տեսակետն ունի նաև նշյալ ալիքը՝ համաձայն լինելով այն կարծիքին, որ առաջիկա ընտրությունների համատեքստում այսպիսի ներքաղաքական շոուներով Փաշինյանը ՀՀ քաղաքացիների մոտ աշխատանքի իմիտացիա է ցուցադրում։ Այդուամենայնիվ, ըստ հեղինակների, կադրային ոչ մի փոփոխություն չի կարող փոխել հանրության ատելությունն ու դժգոհությունը քպական թիմից. «ՔՊ-ն դիլետանտական քաղաքական թիմ է, և նրանք ի վիճակի չեն հայոց պետականությունը հանել այն ճահճից, որի հեղինակներն իրենք են։ ՀՀ-ն ունի մեկ փրկություն՝ օր առաջ Փաշինյանի և թիմի հեռացումն ու պետականամետ և պրոֆեսիոնալ թիմի իշխանության գալը»:
