Որ դեպքերում է ՌԴ-ն իրավասու միջուկային զենք կիրառել. Պուտինը ստորագրել է երկրի նոր միջուկային դոկտրինը

ՌԴ նախագահ Վլադիմիր Պուտինը հրամանագրով հաստատել է երկրի նոր միջուկային դոկտրինը, որը սահմանում է միջուկային զսպման ոլորտում Ռուսաստանի նորացված պետական քաղաքականության հիմքերը, գրում է kommersant.ru-ն:

Թարմացված դոկտրինում ընդլայնվել է ռազմական սպառնալիքների ցանկը, որոնց չեզոքացման համար թույլատրելի է միջուկային զենքի կիրառումը։ Դոկտրինում ասվում է, որ միջուկային զենքը ամենավերջին, ծայրահեղ և հարկադրված միջոց է երկրի ինքնիշխանությունը պաշտպանելու համար: Սակայն նոր ռազմական սպառնալիքների և ռիսկերի պատճառով Ռուսաստանը պետք է հստակեցներ դրա օգտագործումը թույլատրող պարամետրերը։

Հրամանագիրն ընդլայնում է պետությունների և ռազմական դաշինքների կատեգորիան, որոնց դեմ իրականացվում է միջուկային զսպում։ Այսպիսով, ագրեսիան ցանկացած ոչ միջուկային պետության կողմից, բայց միջուկային երկրի մասնակցությամբ կամ աջակցությամբ, կհամարվի նրանց համատեղ հարձակում Ռուսաստանի վրա։

Միջուկային պատասխանը հնարավոր է նաև սովորական սպառազինությամբ Ռուսաստանի ինքնիշխանությանը սպառնացող կրիտիկական սպառնալիքի կամ որպես Միութենական պետության անդամ Բելառուսի վրա հարձակման դեպքում:

Միջուկային զենքի կիրառման մյուս պայմանները ներառում են՝ հակառակորդի կողմից միջուկային և զանգվածային ոչնչացման այլ զենքերի օգտագործումը Ռուսաստանի կամ նրա դաշնակիցների տարածքներում, ինչպես նաև նրա սահմաններից դուրս գտնվող երկրի ռազմական կազմավորումների և օբյեկտների վրա:

Դոկտրինի թարմացված տարբերակն առաջին անգամ սահմանում է «պոտենցիալ թշնամի» եզրույթը. դա նշանակում է «առանձին պետություններ և ռազմական կոալիցիաներ (բլոկներ, դաշինքներ), որոնք Ռուսաստանի Դաշնությունը համարում են պոտենցիալ թշնամի և ունեն միջուկային և (կամ) զանգվածային ոչնչացման այլ տեսակի զենքեր։

Հրամանագիրը սահմանում է Ռուսաստանի համար ռազմական վտանգներ, որոնք կարող են վերածվել ռազմական սպառնալիքի՝ կախված ռազմաքաղաքական և ռազմավարական իրավիճակի փոփոխություններից։ Տվյալ դեպքում այն չեզոքացնելու համար «իրականացվում է միջուկային զսպում»։
