Վարչապետի պաշտոն զբաղեցնողը պետք է անձամբ մեկնի Բաքու և հասնի այնպիսի արդյունքի, որը հնարավոր կդարձնի մեր հայրենակիցների անհապաղ վերադարձը հայրենիք․ Բագրատ Սրբազան

Վարչապետի պաշտոն զբաղեցնողը պետք է անձամբ մեկնի Բաքու և, կիրառելով (կամ նախապես կիրառած լինելով) Ադրբեջանի նախագահի հետ երկկողմ բանակցելու իր սիրելի ձևաչափը, հասնի այնպիսի արդյունքի, որը հնարավոր կդարձնի բոլոր գերեվարված, պահվող, պատանդառված մեր հայրենակիցների անհապաղ վերադարձը հայրենիք:

Ասված է Բագրատ արքեպիսկոպոս Գալստանյանի հայտարարության մեջ․

«Նոյեմբերի 11-ից 22-ը Ադրբեջանի մայրաքաղաքում անցկացվելու է ՄԱԿ-ի Կլիմայի փոփոխության գագաթնաժողովը (COP 29), որին մասնակցելու պաշտոնական հրավեր է ուղարկվել նաև Հայաստանի վարչապետի աթոռը զբաղեցնողին: Բաքու մեկնել-չմեկնելու հարցի առնչությամբ տարբեր պաշտոնյաների հակասական մեկնաբանությունները, ի թիվս այլնի, վկայում են, որ առ այսօր չկա վերջնական որոշում միջոցառմանը մասնակցելու վերաբերյալ:

COP 29-ին Հայաստանի մասնակցության առնչությամբ հարկ եմ համարում ամրագրել.

I - Սրբազան պայքարի, շարժման համակիրների վերաբերմունքն ու դիրքորոշումը Հայաստանի վարչապետի աթոռը զբաղեցնողի վերաբերյալ մնում է անփոփոխ՝ կապված թե՛ վերջինիս լեգիտիմության, թե՛ ներքին ու արտաքին քաղաքականության լիակատար ձախողման հետ:

II - Միաժամանակ, եթե վարչապետի աթոռը զբաղեցնողն ինքն իրեն համարում է Հայաստանի վարչապետ, ապա COP 29-ին մասնակցության հետ կապված շատ հստակ և իրական արդյունքին միտված որոշում պետք է լինի և վերջինից բխող այնպիսի կոնկրետ քայլեր, ինչպիսիք են՝

Ա) վարչապետի պաշտոն զբաղեցնողը պետք է անձամբ մեկնի Բաքու և, կիրառելով (կամ նախապես կիրառած լինելով) Ադրբեջանի նախագահի հետ երկկողմ բանակցելու իր սիրելի ձևաչափը, հասնի այնպիսի արդյունքի, որը հնարավոր կդարձնի բոլոր գերեվարված, պահվող, պատանդառված մեր հայրենակիցների անհապաղ վերադարձը հայրենիք: Կրկնում ենք՝ բոլորի, առանց որևէ բացառության,

Բ) վարչապետի պաշտոն զբաղեցնողը COP 29-ի միջոցառման շրջանակներում հնչեցվելիք իր պաշտոնական խոսքում պիտի ամրագրի Հայաստանի Հանրապետության ինքնիշխան տարածքների նկատմամբ ադրբեջանական ագրեսիայի փաստը՝ պահանջելով ՀՀ տարածքային ամբողջականության անհապաղ վերականգնումը,

Գ) վարչապետի պաշտոն զբաղեցնողը COP 29-ի միջոցառման շրջանակներում հնչեցվելիք իր պաշտոնական խոսքով պիտի հստակ գնահատական տա 2023թ-ի սեպտեմբերին Արցախում տեղի ունեցածի առնչությամբ՝ որպես էթնիկ զտում և բռնի տեղահանում,

Դ) վարչապետի պաշտոն զբաղեցնողն իր ելույթով պիտի ամրագրի, որ Արցախյան հիմնախնդիրը փակված չէ, և Արցախի մեր հայրենակիցների՝ միջազգային երաշխիքների ներքո անվտանգ և արժանապատիվ վերադարձն օրակարգային թիվ մեկ կետն է Հարավային Կովկասում կայուն և երկարաժամկետ խաղաղության հաստատման համատեքստում:

Ներկայացված կետերը չարտացոլող ու չապահովող որևէ քայլ, գործողություն և/կամ իրադարձությունների ընթացք չի կարող դիտվել որպես արդյունք, ավելին՝ նման պարագայում գործ կունենանք սեփական հանրությանը հերթական անգամ մոլորեցնելու և Ադրբեջանի շահերը սպասարկելու շարքային քայլի հետ»:
