Պետական բյուջեն բոլորիս մեծ ընտանեկան բյուջեն է՝ «Հայաստանն իմ տունն է, ժողովուրդն իմ ընտանիքն է» հայեցակարգի տրամաբանությամբ. Նիկոլ Փաշինյան

Սկսում ենք ՀՀ-ի 2025 թվականի պետական բյուջեի նախագծի խորհրդարանական քննարկումները և ուզում եմ այդ քննարկումները սկսել պետական բյուջեի ընկալման մի  դիտանկունից, որը հատվածական քննարկել ենք, բայց համակարգված քննարկելու առիթ երբեք չենք ունեցել: Այս մասին ԱԺ-ում 2025 թվականի պետական բյուջեի մասին օրենքի նախագծի նախնական քննարկման ժամանակ ասաց վարչապետ Նիկոլ Փաշինյանը:

«Այդ քննարկումը մեկնարկելու համար պետք է վկայակոչեմ  հայեցակարգային մի քանի կարգախոս բանաձևեր, որոնք առաջարկել եմ 2018 թվականի ժողովրդական, ոչ բռնի, թավշա հեղափոխությունից առաջ և հետո: Այդ բանաձևերից առաջինը հետևյալն է՝ «Հայաստանն իմ օջախն է, ժողովուրդն իմ ընտանիքը»: Երկրորդը հետևյալն է՝ «հարստացիր և հարստացրու», երրորդը՝ «Հայաստանի ապագան կախված է մեկ մարդուց և այդ մեկ մարդը դու ես», չորրորդ բանաձևն է՝ «հայրենիքը պետությունն է, սիրում ես հայրենիքդ, ուժեղացրու պետությունդ», հինգերորդը՝ «այստեղ պետություն, այստեղ հաց,  այստեղ հայրենիք, այստեղ կաց»:

Այս բոլոր բանաձևերն ուզում եմ դնել իրական Հայաստանի  հայեցակարգային շրջանակի մեջ  ու այդ դիտանկյունց մեկնարկել բյուջետային քննարկումներն այն ընկալմամբ, որ ասելիքը վերաբերում է  ոչ միայն 2025 թվականի պետական բյուջեին, այլև Հայաստանի Հանարպետության պետական բյուջե հասկացությանն  ընդհանրապես»,- ասաց նա:

Փաշինյանը մեկնաբանեց պետական բյուջե հասկացությունը:

«Եվ ուրեմն  ինչ է ՀՀ պետական բյուջեն: ՀՀ պետական բյուջեն  մեր բոլորիս, ՀՀ յուրաքանչյուր քաղաքացու  մեծ ընտանեկան  բյուջեն է: Երկրում կան տարբեր բյուջեներ՝ համայնքային, որ ձևավորում են  համայնքներն ավագանիների հետ, մասնավոր կազմակերպությունների բյուջեներ, կան նաև ընտանեկան բյուջեներ: Չեմ կարծում, թե Հայաստանում շատ են այն ընտանիքները, որ հաշվարկում,  նախապես պլանավորում են իրենց տարեկան եկամուտները, բայց եթե մեր ընտանիքներում բյուջետային հաշվարկների փաթեթեներ  չկան, չի նշանակում, թե  ընտանեկան բյուջեներ չկան:

Հայաստանն իմ տունն է, ժողովուրդն իմ ընտանիքն  է հայեցակարգային տրամաբանությամբ  ՀՀ բյուջեն մեր հավաքական ընտանիքի բյուջեն է, որովհետև այն ձևավորվում է մեր բոլորիս, ՀՀ-ում ապրող և գործունեություն ծավալող  քաղաքացիների ու բնակիչների աշխատանքի ու գործունեության արդյունքում»,- ասաց Փաշինյանը:
