ՀՀ-ում ծխախոտի դեմ պայքարի օրն է

Հոկտեմբերի 12-ը ՀՀ-ում նշվում է որպես ծխախոտի դեմ պայքարի ազգային օր: Tert.am-ը պատկան մարմիններից փորձել է հասկանալ՝ ինչ առաջընթաց կա ծխախոտի դեմ պայքարում, մասնավորապես 2020 թվականին Հայաստանում  «Ծխախոտային արտադրատեսակների և դրանց փոխարինիչների օգտագործման հետևանքով առողջությանը հասցվող վնասի նվազեցման և կանխարգելման մասին» օրենքի ընդունումից հետո:

Tert.am-ի հետ զրույցում առողջապահության հանրային առողջության կազմակերպիչ Մարիամ Մանասյանը նշեց, որ թեպետ զգալի առաջընթաց կա, բայց դեռ վաղ է խոսելն ընդհանուր մեծ փոփոխությունների մասին:

«Օրենքը 2020 թվին է ընդունվել և դրույթները փուլային են մտել ուժի մեջ: Օրինակ, բաց և փակ սննդի օբյեկտներում ծխախոտի օգտագործման արգելքի մասին դրույթն ուժի մեջ է մտել 2022 թվին:

Երկու տարի է  անցել, մեծ փոփոխություների մասին խոսելը դեռ վաղ է, բայց օրենքի դրույթները հիմնականում արդյունք տալիս են:  Պետք է հաշվի առնել, որ գովազդն արդեն չկա, երեխաների վրա ազդեցությունը չկա, ցուցադրությունը փակ է և երեխաների աչքին այդ ծխախոտի տեսարանը մշտապես սովոր չի դառնում, դա նրա համար է, որ նոր սերունդը շատ օգտագործող չլինի»,- ասաց Մանասյանը:

Հարցին՝ նախատեսված է, որ ծխախոտի տուփերի վրա պետք է լիներ գրաֆիկական պատկերներ, բայց շուկայում առկա են տուփեր, որտեղ դա չկա, ինչո՞վ է պայմանավորված դա, նա արձագանքեց.

«Գրաֆիկական պատկերները ԵԱՏՄ տեխնիկական կանոնակարգերով է սահմանվում, որն ունի օրենքից բարձր ուժ, քանի որ միջպետական համաձայնագիր է»:

Նա նշեց, թեպետ դա Նախարարության տիրույթում չէ, բայց որքանով իրենք տեղյակ են, այդ նորմը գործում է  2024-2025 թվականի հունվարի մեկից սկսած, բայց ապրանքներ կան, որոնք մինչ այդ արդեն մտել են շրջանառության մեջ կարող են շրջանառվել, բայց նոր ապրանք չի կարող շրջանառության մեջ մտնել առանց այդ գրաֆիկական պատկերների:

Ինչ վերաբերում է հարցին, որ սննդի օբյեկտներում, հանրային վայրերում ծխախոտի դեմ պայքարը կարծես արդյունավետ չէ, մեխանիզմները չեն աշխատում, քանի որ մարդիկ շարունակում են ծխել, դա ինչպե՞ս կպարզաբանի, Մանասյանը նշեց, որ իրենք էլ են շատ բողոքներ ստանում քաղաքացիներից դրա վերաբերյալ:

Վերահսկողութունն իրականացնում է ՆԳՆ-ն: Մեր կողմից մոնիտորինգային աշխատանքներ են իրականացվում, որոնք տրամադրում ենք իրավապահ մարմիններին: Նախաձեռնություն ունենք, մշակվում է բջջային հավելված, որի միջոցով քաղաքացիները ծխախոտային օրենսդրության հետ կապված ինչ իրավախախտումներ որ նկատեն, դրանով կարող են տեղեկացնել պատկան մարմիններին»,- ասաց նա:

Tert.am-ը ՆԳՆ-ից հետաքրքրվեց, թե ինչ արդյունքներ կան, ինչ տվյալներ կան սննդի օբյեկտներում և հասարակական վայրերում ծխախոտային արտադրանքների օգտագործման դեմ պայքարում: «ՆԳՆ ոստիկանությունը մեծ աշխատանք է տանում այդ ուղղությամբ, ինչպես սննդի օբյեկտներում, այնպես էլ հասարակական վայրերում ծխախոտային արտադրատեսակի օգտագործման դեմ»,-ասացին ՆԳՆ-ց:

Տվյալների համար գրավոր հարցմամբ դիմել ենք ՆԳՆ, պատասխանները ստանալուն պես կհրապարակենք: Նշենք, որ սննդի օբյեկտներում և հասարակական վայրերում ծխախոտային արտադրանքի օգտագործումը սահմանում է տուգանք 50 հազար դրամի չափով:
